The services include deckhouse installation, aft deck modifications, mission installations, life raft cradle modifications, anchor chute modification, and painting work. Contractors will be evaluated based on three primary factors: technical capability (including understanding of shipyard modification requirements, project planning, quality assurance systems, and relevant experience), past performance (assessed on contract requirements, service quality, management effectiveness, and customer satisfaction), and price (evaluated for completeness and reasonableness but not scored). Questions regarding the solicitation must be submitted by email no later than 2:00 PM Eastern Time on January 29, 2026, and proposals are due by February 5, 2026, at 3:00 PM Eastern Time to Amanda Rossiter at amanda.rossiter@noaa.gov.

This is a 100% small business set-aside under NAICS code 336611 (Ship Building and Repairing), with a small business size standard of 1,300 employees. The contract is a Firm-Fixed Price type with a five-month performance period, though the government reserves the right to adjust the scope of work and remove or reduce individual work items prior to award based on funding availability. All work must be performed at a shipyard facility located within 50 miles of the NOAA Dock Facility in Pascagoula, Mississippi. Service contract workers are subject to federal wage determinations applicable to Mississippi counties of Hancock, Harrison, and Jackson, with wages ranging from $9.88 to $50.52 per hour depending on job classification, plus health and welfare benefits of $5.55 per hour and paid leave provisions.
