About this opportunity
The United States Coast Guard, under the Department of Homeland Security, is conducting a sources sought market survey to identify vendors capable of providing shipbreaking services for up to 160' Inland Construction Tenders located between St. Louis, Missouri and Mobile, Alabama. The primary objective is to dismantle, demilitarize, and responsibly recycle or dispose of vessels that have been deemed excess by the USCG. Key qualifications sought include successful past performance in shipbreaking, current relevant experience, adequate personnel and resources, and ownership or access to appropriate facilities capable of scrapping vessels of this size within the specified geographic region. Interested vendors must provide comprehensive responses addressing their business classification, certifications, facility capabilities, past vessel scrapping experience with government and commercial clients, and detailed information about their operations if facilities are located outside the primary geographic area. The response deadline is January 9, 2026, and this sources sought notice is explicitly not a solicitation for proposals and will not result in contract awards; it serves as preliminary market research to inform future procurement planning.
No set-aside designations have been applied to this procurement opportunity. The pre-solicitation notice does not identify any incumbent contractors or provide specific award values or budget ranges, as this is a market survey phase rather than a formal solicitation. Respondents will be required to submit a draft shipbreaking specification review along with feedback on the government's preliminary Statement of Work, which establishes the technical and environmental compliance framework for future contract execution. The government will evaluate the residual value of recycled metal from the vessels, which will be factored into cost proposals through an equitable adjustment mechanism to offset contract costs. While no specific timeline for contract award or service completion is provided in this sources sought notice, the draft SOW indicates that a recycling and disposal certificate must be provided within 60 days of work completion, suggesting future contract performance will be measured on a relatively compressed schedule.
