About this file

This draft Statement of Work (SOW) details the U.S. Coast Guard's requirements for shipbreaking a 160' Inland Construction Tender located between St. Louis, MO and Mobile, AL. The document outlines comprehensive requirements for the contractor to completely dismantle, demilitarize, and recycle or dispose of the vessel, with strict environmental and regulatory compliance mandates. Key requirements include removing the vessel from water, disposing of all residual fluids, rendering electronic equipment unusable, and recycling all metal and recyclable materials.

The SOW specifies that the contractor must dismantle the vessel into transportable pieces, provide a recycling and disposal certificate within 60 days, and comply with all local/state/federal regulations. The vessel's ownership remains with the U.S. Government until dismantling is complete, after which the contractor assumes ownership of the scrap. The contractor is required to include the estimated residual value of recycled metal in their proposal, which will be used to offset contract costs through an equitable adjustment. The vessel is primarily composed of a steel hull and steel surfaces, and all dismantling, recycling, and disposal must be accomplished in strict accordance with environmental protection requirements.
