About this opportunity
The Military Sealift Command (MSC) is seeking non-personal engineering services to support its Engineering Maintenance Management Systems across its fleet of approximately 110 vessels. The contract will focus on maintenance engineering, condition-based monitoring technology support, shipboard testing and inspection, and SAMM (Shipboard Automated Maintenance Management) system implementation. Key contract requirements include developing and maintaining maintenance plans, conducting equipment ship checks, installing vibration monitoring systems, and performing oil and diesel engine combustion analysis. Vendors must submit capability statements by May 2, 2025, at 1:00 PM local time in Norfolk, VA, with responses limited to 15 pages and including company details, past performance, and suggestions for improving the draft Performance Work Statement. Evaluation criteria will likely emphasize technical capabilities, past performance on similar contracts, and small business strategies.
The contract opportunity is designated as a Total Small Business set-aside, targeting engineering services within the NAICS 541330 category. The estimated contract value ranges between $150-$250 million, covering support for multiple vessel classes including combat logistics, research, cargo, and auxiliary vessels operated by MSC, US Navy, US Army, US Coast Guard, and NOAA. The contract will support system development, installation, training, hardware support, and ongoing maintenance across shore-side and shipboard environments. Potential contractors will need to demonstrate experience with maintenance management systems and the ability to support fleet readiness across diverse maritime platforms. The contract is expected to span multiple years, with potential ship introductions and system improvements continuing through 2023 and beyond.
