About this opportunity
The Naval Sea Systems Command (NAVSEA) at Norfolk Naval Shipyard is soliciting engineering services to develop a design for a shaft handling fixture that will be mounted on a Scheuerle Self-Propelled Modular Transporter (SPMT). The fixture's primary purpose is for the removal and installation of naval ship propulsion shafts, with specific technical requirements including a 100-KIP vertical lifting capacity, 7.5 feet of vertical stroke, and compatibility with shafts ranging from 2-3.75 feet in diameter. The design must meet stringent operational criteria including 360-degree horizontal rotation, +/-8 degree vertical rotation, weather resistance with IP65 rating, and operational temperature ranges from -20F to 130F. Contractors must provide comprehensive deliverables including finite element analysis, 3D CAD models compatible with Autodesk Inventor, professional engineering certifications, and complete design documentation with safety features such as audible alarms and fail-safe mechanisms. The evaluation will be based on technical acceptability, best value, and price considerations, with quotes due by August 15, 2025, at 12:00 PM Eastern.
This procurement is structured as a firm-fixed-price single award contract with a 100% set-aside for small business concerns, classified under NAICS code 541330 (Engineering Services) with a small business size standard of $25.5 million. The solicitation documents indicate conflicting set-aside designations, with some references to Women-Owned Small Business (WOSB) set-aside and others indicating total small business set-aside. The contract period of performance is anticipated to run from September 1, 2025, through August 31, 2026, representing a one-year design development timeline. The work will be performed at Norfolk Naval Shipyard in Portsmouth, Virginia, and the contractor will be expected to design fixtures capable of supporting two-fixture shaft operations with 15 Kip lateral load handling capabilities. No incumbent contractors or current service providers are identified in the solicitation materials, and specific award values are not disclosed, though the procurement falls under simplified acquisition procedures for commercial items.
