About this file
This document is a Design Criteria specification for Self-Propelled Modular Transporter (SPMT) Shafting Equipment for Norfolk Naval Shipyard. The specification details the engineering requirements for two self-driven lifting fixtures designed to handle Navy Vessel Propulsion Shafts, with specific structural, mechanical, and electrical design criteria. Key requirements include a 100 kip vertical rated lifting capacity, 7.5 ft of vertical stroke, compatibility with 4 and 6 axle SPMT trailers, and the ability to fit shafts between 2-3.75 ft in length.
The lifting fixtures must be hydraulically driven with fully retractable cylinders, include a Tier 4 engine, have a portable self-contained generator, and feature wireless controls with a minimum of two controllers. Additional specifications include a roller bearing saddle allowing 360° shaft rotation, ability to adjust shaft positioning, marine environment corrosion resistance, and integral lifting points. The design must accommodate specific height ranges (11.5-19.0 ft elevation) and provide precise vertical movement control up to 3 ft/min with fine-tune adjustment capabilities. Structural components must use standard commercially available steels, and the overall system must be designed for ease of maintenance and installation.

Design Criteria for SPMT Shafting Equipment
Purpose: Norfolk Naval Shipyard desires to outsource the engineering design, fabrication, and test of two self-driven lifting fixtures designed to handle Navy Vessel Propulsion Shafts. The fixture shall be designed to be compatible with NNSY Self Propelled Modular Transporters (SPMT; OEM: SCHEUERLE).
The below information outlines the design criteria NNSY would need this lifting fixture to meet and perform to.
Structural Design Criteria
• Need a minimum of two fixtures
• Fixture adaptable to NNSY 4 axle or 6 axle Single Trailer Width SPMTs o 6 Axle: 27’ 6 11/16” Long; 7’ 11 11/16” Wide o 4 Axle: 18’ 4 1/2” Long; 7’ 11 11/16” Wide o Ability to mechanically fasten to secure to SPMT trailer bed
▪ Multiple Four Bolt Hole Patterns (~1 11/16” Diameter Thru Holes) Spaced 4’ 7
1/8” Center to Center (One per Axle) on each side of trailer Bed
▪ Four 5” Thru Holes spaced 2’ 3” – 2’ 6” apart on front and back ends of trailer o No Over extension of fixture or components onto the power pack unit for the trailer
Example of 6 Axle Trailer with a Power Pack Unit (PPU)
• 7.5ft of vertical stroke required o Operating range 11.5-19.0ft elevation from dry dock floor when mounted on drive equipment
• SPMT Optimal driving height 59”; Min Height is 45”; Max Height is 73”
▪ Can’t drive at min or max height (Safe Operating Range 50” – 68”)
• Assume 59” Height of SPMT + 7.5 ft. of stroke on fixture lift + fixture structure shall be within the 11.5 ft. – 19 ft. operating range (+/- 6“) at shaft centerline
• Design Loads o 100 kip vertical rated lifting capacity o Anticipated Heaviest Load (Shared Between two fixtures): 110 Kip o Thrust/horizontal load at top: 15 Kip in any horizontal direction
• Modular Shaft Saddle Attachments o Built in horizontal slip/translation plane to adjust shaft FWD and AFT
▪ Ability to operate with shaft “locked” to fixture or free to shift (ability to control where slippage occurs due to drive equipment differential movement.
o Roller Bearing saddle/attachment to allow 360° rotation around shaft centerline in saddle to help for alignment.
o Saddle (or multiple saddle attachments) capable of fitting shafts from approximately 2
ft. – 3.75 ft.
o Shaft must have ability to freely rotate about horizontal plane 360° and freely rotate from vertical ±8°.
• Vertical movement/speed proportional control up to 3ft/min (max).
• Vertical movement fine tune adjustment/creep feature.
• Material: Structural components constructed of typical commercially available steels only (ASTM
A36, A572, A992, etc.)
• Visual Level Sensor or Bubble at bottom of fixture to indicate level of platform on Trailer Surface
• Paint scheme/corrosion resistance suitable for a marine environment.
• Integral Lifting points to lift and install fixture.
• Ability to stow and install (the main structure) as one piece once initial assembly is completed
• Strong back/fixture with legs (removable?) so SPMT can self-load or emergency lower and drive out from under the fixture. Need to be removable or be spaced out far enough from SPMT boogies to allow for operation of SPMT. Need to be able to access under the SPMT.
• Need known weights on all assemblies: Fixture, Generator, engine
• Shaft Column Adjustment for drift (fwd, aft, port, starboard)
Mechanical Criteria
• Hydraulically Driven o Fully Retractable Cylinders o Easily accessible to trouble shoot leaks/service o Hydraulic Tank attached to fixture o Able to be locked in place in the event of loss of hydraulic pressure o Be able to physically operate from fixture itself (without radio controller) o Self-Contained System
• Engine needs to be attached to power generator o Tier 4 Engine
Electrical Design Criteria
• Portable self-contained generator on trailer bed or fixture
• Accessibility of electrical and mechanical components to perform maintenance with minimum disassembly of the other sub-assemblies
• Sealed and Protected components from water
• Control needs to be wireless and able to be wired in case of battery failure
• Radio controllers need to be charged by plugging to 120 VAC a power source (Not changing out batteries)
• Come with minimum 2 controllers
