About this opportunity

The Department of the Interior Bureau of Safety and Environmental Enforcement intends to sole source the South Fork Wind Farm (SFWF) Structural Health Monitoring Project (SFWF-SMP) to the Rhode Island Coastal Resources Management Council (CRMC). The purpose of the project is to monitor the structural health of the SFWF, extend previous structural health campaigns, incorporate storm monitoring, and integrate ongoing studies and modeling. The estimated contract value is $1,800,000 with a 40-month period of performance. This is not a request for proposals, but interested parties may submit capability statements by May 30, 2024 for the Contracting Officer's consideration in determining whether to conduct a competitive procurement.

The planned sole source is justified due to CRMC's extensive experience and specialized technical capabilities related to structural health monitoring of offshore wind turbines. The incumbent contractor, Siemens Gamesa Renewable Energy, is the only known source capable of meeting the government's requirements. The estimated annual value of the potential contract is $5 million, with a one-year base period and options to extend up to five years. This requirement is considered urgent to support the ongoing operation and maintenance of the SFWF.
