About this file
This document is a Notice of Intent (NOI) to award a sole-source contract to the Rhode Island Coastal Resources Management Council (CRMC) for the South Fork Wind Farm Structural Monitoring Project (SFWF-SMP). The contract is estimated at $1,800,000 with a 40-month period of performance. The purpose of the project is to monitor the structural health of the SFWF, extend previous structural health campaigns, incorporate storm monitoring, and integrate ongoing studies and modeling. CRMC has conducted prior structural studies on the Block Island Wind Farm and Coastal Virginia Offshore Wind Pilot Project, and will leverage this experience for the SFWF-SMP. The data collection and analysis will involve a stakeholder group including academia, industry, and government partners. This NOI is not a request for proposals, but interested parties may submit capability statements by May 30, 2024 for the Contracting Officer's consideration in determining whether to conduct a competitive procurement.

This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch (AOB) is the contracting office for this procurement. The purpose of this notice is to announce the intent to award, on a sole-source basis, a firm fixed price contract to the Rhode Island Coastal Resources Management Council (CRMC), in accordance with FAR Part 15 and FAR Subpart 6.302-1.
BSEE anticipates entering into a contract with the Rhode Island Coastal Resources Management Council (CRMC) for a project titled "South Fork Wind Farm Structural Monitoring Project (SFWF-SMP)." The contract is estimated to be $1,800,000.00 with a period of performance of 40 months. The applicable NAICS code is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology).
The purpose of this project is to monitor the structural health of the SFWF-SMP, extend the BSEE Block Island Wind Farm (BIWF) and Coastal Virginia Offshore Wind Pilot Project (CVOW-PP) structural health campaigns, incorporate an emphasis of storm monitoring, and integrate ongoing BSEE studies, National Renewable Energy Lab (NREL) multi-physical modeling and Department of Energy's (DOE) Third Wind Forecast Improvement Plan (WFIP-3). BSEE aims to gain insight into the structural response of the system for validating design assumptions under normal and extreme wind and wave loads in plan review and oversight functions.
Rhode Island Coastal Resources Management Council (CRMC) conducted structural studies on Block Island Wind Farm (BIWF) and Coastal Virginia Offshore Wind Pilot Project (CVOW-PP).
CRMC will use these previous studies to design the same wave loading instrumentation for South Fork Wind Farm Structural Monitoring Project (SFWF-SMP). The data collection and analysis methods will be informed by a stakeholder group comprising of scientists and engineers from academia and industry, as well as federal government partners including the Bureau of Ocean Energy Management (BOEM). The SFWF-SMP will provide unique data that is necessary in meeting both BSEE and BOEM regulatory needs. The SFWF-SMP will provide BSEE and BOEM with access to reports, raw and reduced data products, and model runs not otherwise available.
This is not a request for proposal. However, all interested sources that believe they can meet the requirements may submit a capability statement the point of contact for this notice. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement and will be at the sole discretion of the Contracting Officer.
All submissions in response to this notice must be submitted in writing via email to the Contracting Officer, Stephanie Brock, at Stephanie.Brock@bsee.gov no later than Thursday, May 30, 2024 at 5:00pm EST with 140E0124R0005 in the subject line.
