About this opportunity
The Department of Homeland Security's US Coast Guard is seeking access to specialized marine engineering software from two specific study groups: Cooperative Research Navies (CRNAV) Dynamic Stability and Cooperative Research Ships (CRS) Joint Industry Government Project Studies. The agency intends to award a sole source contract to Stichting Maritiem Research lnstituut Nederland (MARIN), believing they are the exclusive provider of these software design tools. The software will support vessel sustainment and acquisition analysis, including capabilities for assessing stability criteria, operator guidance in heavy weather, ship structure analysis, and propeller efficiency calculations. Interested vendors must demonstrate their capabilities by submitting detailed documentation of past performance, including contract numbers, descriptions, performance dates, and points of contact. Responses must be submitted via email to Kenneth Tankersley by June 28, 2024, with the subject line "CRSNAV- SOURCES SOUGHT RESPONSE".
This is a non-set-aside procurement categorized under the Software Publishers (NAICS 513210) and IT and Telecom Business Application Software as a Service (PSC DA10) categories. The contract period of performance is 12 months, during which the selected contractor must provide software suites, including ongoing updates, technical support, and bug fixes. Key deliverables will include quarterly progress reports, software documentation, working group reports, and meeting minutes. The government has emphasized that this is a sources sought notice and not a formal solicitation, and will not compensate vendors for response preparation. While no specific award value is mentioned, the procurement is being pursued under FAR 6.302-1 and HSAM 3006.302-1 guidelines, indicating a specialized and potentially strategic acquisition for marine engineering research and development.
