About this opportunity

The U.S. Army Corps of Engineers Humphreys Engineer Center Support Activity seeks services to update and develop enhancements to the National Navigation Operation & Management Performance Evaluation & Assessment System (NNOMPEAS), with proposals due September 30, 2026, and questions due August 19, 2026. This is a Total Small Business set-aside under NAICS 541511 (Custom Computer Programming Services, $34 million size standard).

Work is performed at the offeror's facility. The contractor must demonstrate expert knowledge in Oracle database versions 19c through 26AI, Oracle APEX versions 24–26, SQL, PL/SQL, HTML5, JavaScript, and XML, and must possess working knowledge of deep-draft waterborne transportation economics, naval architecture, vessel management, and USACE Waterborne Commerce Statistics Center (WCSC) databases and AIS data systems. Base tasks include Oracle and APEX migration within 395 calendar days of Notice to Proceed, vessel movement database updates, deep-draft vessel operating cost database updates, Risk Management Framework compliance and cloud migration support, and Value-to-the-Nation reporting enhancements. Optional tasks include process code optimization and statistical view updates. The period of performance does not exceed 435 calendar days from Notice to Proceed. CMMC Level 2 Self-Assessment and NIST SP 800-171 compliance are required before award finalization. The Government furnishes Oracle and APEX licensing, Linux images, movement data (CY2025 only), vessel characteristic databases, and baseline waterway profile via AWS IL4 cloud; contractors must provide their own development environment. Travel is optional and capped at one in-person trip (five days or less, one person) to Alexandria, VA or New Orleans, LA. All source code, models, and analytical products become USACE-IWR property. Evaluation weights technical capability as more important than price. Proposals must include separately priced CLINs and a labor category/level-of-effort table in Excel format. Submission is via email in PDF format (Times New Roman 12-point body text) to Bart Dziadosz and David A. Kaplan. The Government intends to award without discussions, though clarifications may be requested.
