About this opportunity
The National Oceanic and Atmospheric Administration seeks non-personal construction services to replace three manhole covers and frames, a main entrance security gate, a pedestrian access gate and its supporting post, and to paint entrance fencing at the National Weather Service Weather Forecast Office in San Juan, Puerto Rico, with quotes due July 23, 2026. This procurement is a total small business set-aside with no incumbent; this is a new requirement.
Place of performance is San Juan, Puerto Rico (facility location in Carolina, Puerto Rico). NAICS code is 238990 (Other Specialty Trade Contractors) with a $19.0 million size standard. PSC code is N056.
The solicitation comprises four contract line items: CLIN 0001 replaces three manhole covers and frames (two recycled resin composite or glass fiber plastic; one cast iron, matching existing manhole dimensions); CLIN 0002 installs a turnkey cantilever slide gate approximately 15 feet 3 inches wide by 6 feet 2 inches tall with LiftMaster SL3000501UL operator, 35 programmable transmitters, 2 remote controls, photo beam safety, gooseneck pedestal with keypad entry and intercom, vehicle detection loops, and gate camera with access control; CLIN 0003 replaces the pedestrian access gate and supporting post to match existing fence aesthetics; and CLIN 0004 paints 25 linear feet of entrance fence. Period of performance is 90 days from Notice to Proceed, with work commencing within 10 days of award, Monday through Friday, 8:00 a.m. to 5:00 p.m.
All work must comply with Davis-Bacon Act prevailing wage requirements (General Decision PR20260037, Revision 01, effective May 18, 2026), OSHA safety standards, and local, state, and federal codes. The contractor must provide all labor, equipment, materials, engineering calculations, and site restoration; submit shop drawings and product information; provide a 5-year workmanship and parts warranty; designate a project manager and onsite manager; and coordinate daily with NWS staff at this 24/7 facility. Site visits are highly recommended and must be scheduled with Wilfredo Munoz at 787-253-4586. Quotes must include pricing for all four CLINs and a total. Bonding or an irrevocable letter of credit is required unless the quote is under $35,000; a payment bond or letter of credit equal to 100 percent of contract price is required within 10 days of award. Payment terms are NET 30. Construction materials must be domestic unless the Contracting Officer determines an exception applies. Asbestos-containing materials certification is required. Evaluation considers technical approach, experience and qualifications, and price reasonableness. The contracting office is located at 7600 Sand Point Way NE, Building 1, Seattle, Washington 98115, administered by Kirsten Keen.
