Key contract objectives include arranging tabletop oil spill response exercises and maintaining a rapid response capability to manage clean-up activities within two hours of notification. The solicitation is an unrestricted Request for Proposal (RFP) with proposals due by January 13, 2025 at 3:00 PM ET, and questions accepted until December 30, 2024. MARAD will evaluate proposals based on "best value" to the government, with evaluation criteria specified in the RFP document using the standard commercial item evaluation provisions.

The contract is not set aside for any specific business category and is classified under NAICS code 562910 for Remediation Services. The incumbent contractor is London and Norfolk, LTD under contract number 693JF724C000002. The contract structure includes a six-year base period from 3/1/2025 to 2/28/2031, with two additional 24-month option periods potentially extending the contract to 2/28/2035. The place of performance is Washington, DC 20590, with the contractor expected to provide services worldwide. The contract will cover MARAD's Ready Reserve Force, National Defense Reserve Fleet, school ships, and other vessels under MARAD custody, with the pricing model including firm-fixed-price components for planning and training activities and cost-reimbursable elements for actual spill management team response services.
