This amendment is being issued to provide answers to questions submitted by vendors in response to RFQ 36C24819Q0086.
Question 1: Is it acceptable if soil received records are in weights not by counted items?
Answer: Yes
Question 2: What are the linen cart specifications/dimensions?
Answer: Laundry Linen Cart Salient Characteristics
Must meet or exceed VA fire safety standards
Uniform Fire Code NFPA-1, ASTM E 1354

Heat radiant Spread ASTM E 162

Question 3: Can Bay Pines VAMC provided a current record of rag outs per facility?
Answer: Can be provided at award
Question 4: Under Laundry Guidance 10.1.2 there are surgical towels and isolation/procedure gowns listed; however, there were none in the attachment spreadsheet provided for items to be laundered per facility. Will there be a need for these items to be processed and be included in the quote?
Answer: Yes
Question 5: Under Laundry Guidance 10.1.6 for patient clothing/personal items, what is the history volume expected for these items?
Answer: Volume is too sporadic to measure
Question 6: Delivery Days in the attachment/spreadsheet the heading states Monday thru Friday or Tuesday and Thursday delivery. The solicitation states 6-day delivery. Please specify number of deliveries per week.
Answer:
Tampa Monday to Friday with 2 deliveries Monday, Wednesday and Friday
Orlando Monday through Friday
Lee County Tuesday and Thursday
*Saturdays have been eliminated
Question 7: Is there an option to have a current Bay Pines employee or employees staffed at Bay Linen during the duration of the contract?
Answer: Bay Pines will need to know in what capacity the employee(s) will be acting before an inquiry to management can be made.
Question 8: Are all specialty items and scrubs stamped by facility?
Answer: Yes, anything unstamped belongs to Bay Pines VAMC.
Question 9: Will 3 trailers be left at the contractor s facility when soil is dropped off?
Answer: 2 trailers daily with a box truck on Tuesday and Thursday and the possibility of a box truck from Tampa s second delivery Monday, Wednesday and Friday.
Question 10: Is it possible to pick one sample of each item included in the solicitation to be processed?
Answer: No, these are general healthcare linens and are readily available.
Question 11: What is the quality standard for Lab Coats?
Answer: White with no stains or wrinkles to present a professional appearance.
Question 12: Do you have a two-week history of orders per facility to forward for review?
Answer: A two-week history is not available at this time; however, the estimated weights included in Attachment A to the RFQ are based on averages for 2 years of orders for each facility.
Question 13: Do you have a number of uses/life of items after put-ins?
Answer: Blankets 2 years, Pads 1.5 years, everything else is generally 6 months.
Question 14: How will facilities order? Do they have established standing orders or par levels?
Answer: Standing orders with occasional additions or cuts depending on patient days.
Question 15: Is this contract a fixed-price contract for the total number of pounds listed?
Answer: Yes
Question 16: Does Contractor use the Tungsten system to generate a single bill for total poundage processed each month across each facility?
Answer: Yes, Tungsten shall be used to submit a single monthly invoice.
Question 17: The solicitation discusses a phase-out period once the VA laundry facility is complete. Does the VA have any idea of the timeline wherein the phase-out period may begin within the 1-year contract period?
Answer: The VA anticipates the Bay Pines Textile Plant closing at the end of June and being closed 7 months. The phase-in would start approximately mid-January 2020; however, this is just an estimate.
Question 18: Is there a chance that the term of the contract will extend beyond the one-year period? Answer: Extensions are not anticipated at this time, but circumstances could change. Due to the uncertainties that an inherent to construction projects, we have included FAR 52.217-8 in the RFQ which allows the Government to extend services for up to 6 months..
