About this opportunity
The Mission and Installation Contracting Command (MICC) at Fort Carson, Colorado, in coordination with the Directorate of Public Works, is conducting a Request for Information and sources sought for market research purposes to inform an anticipated Other Transaction Authority (OTA) award for design, integration, testing, deployment, and support of a modernized Service Order Desk Platform, with capability statement submissions due November 23, 2026, at 10:00 AM Mountain Time.
This is an RFI only; no solicitation is pending at this time, and submission does not commit the Government to contract award or reimburse responder costs. The core objective is to decouple the Service Order Desk from the legacy Base Operations contract into an independent, highly automated platform delivering 100% auditable real-time fund tracking by facility type, direct digital integration with the Army Maintenance Application (ArMA) without manual data re-entry, and multi-state ticket tracking with parallel point-of-contact notifications to prevent premature closures.
The platform must deploy within a Department of War Impact Level 5 (IL5) cloud environment with Role-Based Access Control, Common Access Card (CAC), and Single Sign-On (SSO) integration. Required technical capabilities also include automatic crediting of barracks expenditures to Sustainment, Restoration, and Modernization requirements via the E4H9 system, seamless integration with the General Fund enterprise Business System (GFEBS), bulk case reassignment in fewer than three clicks, page load times under two seconds, and drag-and-drop analytics and reporting.
Capability statements must not exceed 10 pages and must address company information, cybersecurity and hosting experience, past performance references, implementation approach, and Rough Order of Magnitude costs covering software licensing, hosting, integration, migration, implementation, training, and sustainment. Submit to Jessica Smith, Frank Camacho, and MAJ Ryan Lee at the email addresses provided in the notice.
