About this opportunity

The Defense Health Agency (DHA) has issued a Special Notice regarding a sole source bridge contract for Service Optimization Support Services. The Notice relates to a follow-on contract to be awarded to Deloitte Consulting LLP by the Defense Health Network National Capital Region (DHN NCR). This bridge contract will span a 6-month base period from September 30, 2025 to March 29, 2026, utilizing Fiscal Year 2025 Operations & Maintenance funding. The contract is being pursued as a sole source acquisition to maintain continuity of critical healthcare support services while DHA prepares for a competitive acquisition in Fiscal Year 2026.

The primary purpose of this bridge contract is to ensure uninterrupted delivery of essential healthcare functions and enhance care coordination within the Defense Health Agency network while establishing a replicable model for the other eight DHA Networks. The sole source justification was posted on Sam.gov for two days with no vendor challenges received, indicating acceptance of the approach. The government will determine fair and reasonable pricing using historical contract data from previous agreements. This bridge contract strategy allows DHA to avoid substantial duplication of costs, prevent service interruptions, and minimize operational hardships across multiple agencies that depend on these critical healthcare support services. The contracting activity, Healthcare Contracting Division - Northeast (HCD-NE), will utilize the incumbent vendor to ensure seamless transition while preparing for full competition in the upcoming fiscal year.
