About this opportunity
The Food and Drug Administration's Center for Biologics Evaluation and Research is seeking a comprehensive service contract for maintenance and repair of a Bruker Microflex Mass Spectrometer (Serial Number: 825696910109) and its associated accessories. The FDA's Facility for Biotechnology Resources utilizes this MALDI-TOF mass spectrometer daily to support cutting-edge molecular biological research, including pathogen identification, vaccine development for influenza and COVID-19 viruses, and cellular/tissue/gene therapy protocols, particularly for synthetic peptide quality assessment and proteomic services. The service contract must include one annual preventive maintenance visit, unlimited technical support during business hours Monday through Friday, unlimited on-site corrective maintenance within three business days of service calls, certified Bruker engineers, software and firmware updates, and all associated labor, parts, and travel costs. Evaluation will be conducted based on technical capability, past performance, and price, with technical capability and past performance combined carrying more weight than price. Questions were due by August 14, 2025, and offers are due by August 22, 2025, at 1:00 PM Central Time.
This procurement is issued as full and open competition under FAR Part 13 Simplified Acquisition Procedures with no set-aside designation, utilizing NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance with a small business size standard of $34 million. The contract structure includes a base period from September 29, 2025, to September 28, 2026, with three additional one-year option periods that could extend the contract through September 28, 2029, creating a potential four-year service agreement. The solicitation does not specify award values or budget ranges, and no current contractor or incumbent is identified in the documentation. Services will be performed at the FDA facility located in Silver Spring, Maryland. The procurement falls under PSC category J066 for maintenance, repair, and rebuild of instruments and laboratory equipment, and contractors must provide Section 508 accessibility compliance documentation and Service Contract Act exemption certification.

8/22/2025:
Question: The statement on page 2, section 3, “1. The service provider shall provide complete system maintenance which encompasses maintenance of the mass spectrometer system (including the computer, plateloading/retrieval station, and other accessories) in a functional state…” is confusing as to what is actually to be covered. Can you provide the models of the plateloading station and any other “accessories” that will be needing service along with the MicroFlex?
Response: All parts described are associated with the Microflex MALDI-TOF (Microflex LRF, no externally added apparatus). The accessories include software programs loaded in the computer controlling the operation of the instrument, as well as the laser.
Scientists at FDA conduct cutting-edge molecular biological research and review products related to pathogen identification, disease mechanisms, vaccine development (e.g., influenza and covid 19 viruses), or protocols involving cellular, tissue and gene therapies. Often these studies require synthetic peptides for characterization or for antibody production. Frequently, one needs to identify proteins present in biological samples.
At FBR, we performed macromolecular synthesis to provide scientists with needed peptides. In addition, we offer proteomic services to help identification and characterization of proteins based on mass spectrometric analyses. We achieve these tasks using either a MALDI-TOF or LC-MS. Bruker Microflex MS is particularly useful for assessing the quality of synthetic peptides as data
of multiple samples could be acquired in very short time.
To ensure uninterrupted services, the Microflex MS needs professional preventive services or repairing. FBR uses this Bruker Microflex mass spectrometer (MS) to ensure high quality peptides are accurately synthesized. The MS is also used for proteomic services to support the research endeavors of FDA scientists. The MS is utilized daily, thus maintaining the system at a good
working condition is critical for our operation.
This requirement is for a service contract for maintenance and/or repairs of the MS and accessories.
