About this opportunity
The U.S. Space Force Space Systems Command, in support of the North American Aerospace Defense Command (NORAD) Cheyenne Mountain Complex-Integrated Tactical Warning/Attack Assessment (NCMC-ITW/AA) Program Office, is seeking information from vendors regarding management and operational services for a Sensitive Compartmented Information Facility (SCIF) and Systems Integration Laboratory (SIL) in Colorado Springs, Colorado. The procurement focuses on establishing a secured facility capable of supporting 150 to 250 workstations with reliable and secure communications, internet connectivity, and related services. Key requirements include cybersecurity compliance, secure facility establishment and operations, management of classified systems, and support for synthetic environments and technology demonstrations. Respondents must demonstrate experience with SCIF operations, possess appropriate security clearances and certifications such as CMMC compliance, provide detailed staffing plans, and submit cost estimates. Interested vendors must submit responses by November 6, 2025, at 1400 Mountain Time, limited to 10 pages, with follow-up questions due by June 26, 2026, to designated Space Force contacts via email.
This is a Request for Information (RFI) only, and no set-asides have been designated for this procurement. No current contractor or incumbent has been identified in the materials provided. While no specific award value or budget range is disclosed in this pre-solicitation notice, vendors are required to provide a rough order of magnitude cost estimate as part of their response. The government is not obligated to issue a subsequent formal Request for Proposal and explicitly states that responding to this RFI does not guarantee future procurement opportunities or preclude participation if an RFP is eventually released. The facility may initially support development activities before potential accreditation as a SCIF or Special Access Program Facility (SAPF), with the government prepared to sponsor facility clearances for selected contractors if classified work is involved in future solicitations.
