Contractors must submit a lockout/tagout program for USDA review five working days before work commences and provide at least two weeks' advance notice. Work hours are restricted to 7:00 a.m. to 5:00 p.m., Monday through Friday, excluding federal holidays. Site access requires check-in at the main gate and Building 20 lobby with valid government-issued photo identification to receive contractor passes; the NCAH provides escorts for technicians. The NAICS code is 236220 (Commercial and Institutional Building Construction); PSC is Z1AZ. This is a firm-fixed-price commercial services contract for which the government intends to make one award. Evaluation uses lowest price technically acceptable criteria, with technical approach, price, and past performance as factors; only the lowest priced quote receives initial technical evaluation, with sequential evaluation by price if necessary. Offers must remain firm for 90 calendar days. Service Contract Labor Standards, Paid Sick Leave requirements, and sustainable products and services clauses apply. The National Centers for Animal Health is currently in need for a semi-annual preventative maintenance program for the security gates throughout the campus. Please see the attached Statement of Work.
