About this opportunity

The Army Materiel Command's Project Manager Self-Propelled Howitzer Systems (PM SPHS) has issued a Special Notice announcing an Industry Day and seeking feedback from potential contractors for the Self-Propelled Howitzer-Modernization (SPH-M) Mobile Tactical Cannon (MTC) program. This initiative represents the U.S. Army's commitment to modernizing its field artillery formations through the acquisition of mature 155mm self-propelled howitzer systems. The Army has re-evaluated its modernization objectives to align with the Army Transformation Initiative and determined that a 155mm self-propelled artillery system is critical to its future operations. The government intends to release a Request for Prototype Proposal (RPP) in the Second Quarter of Fiscal Year 2026 and will award the contract to a single vendor through a competitive technical evaluation. This Special Notice serves as an advance notification to the defense industrial base regarding the upcoming acquisition opportunity.

Interested contractors must submit written questions no later than January 13, 2026, with responses required in searchable Microsoft Word format by the same deadline. The Army will host a virtual Industry Day on or around January 21, 2026, to describe its organizational vision and address industry feedback on three critical topics: intellectual property, onshoring to the Continental United States, and prototype delivery timelines for safety release testing. The MTC system is intended to replace towed M777 howitzers initially within Stryker Brigade Combat Teams, followed by deployment to Mobile and Infantry Brigade Combat Teams. The procurement seeks proposals for mature, wheeled mobile tactical cannon systems with a 49-56 caliber weapon capable of firing 155mm artillery ammunition, supported by associated resupply vehicles and system trainers. Contractors will be evaluated based on technical performance, system maturity, cybersecurity capabilities, ammunition compatibility, production onshoring feasibility, and integration with U.S. military systems. The contract period of performance is structured up to 48 months following award, with deliverables including six prototype systems and options for up to 18 additional prototypes.
