About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure 140 Self-Contained Breathing Apparatuses (SCBAs) for Navy Region Southwest Federal Fire stations through a brand name sole source acquisition. The solicitation (N00244-25-R-0042) specifically requires 3M SCOTT X3PRO AIRPACK SCBA units, with vendors mandated to be authorized 3M SCOTT resellers/partners possessing required certifications. The government will evaluate quotes based on technical acceptability, past performance, and price, with technical and past performance factors being significantly more important than price. Technical questions were due by March 21, 2025, and quotes must be submitted via email by April 15, 2025, at 12:00 PM Pacific Standard Time. Only 3M SCOTT authorized partners will be considered, and the government intends to verify each offeror's authorization status.
The procurement has no specific set-aside designation and will be structured as a Firm Fixed Price (FFP) contract with a base year and two option years. The contract will deliver 65 units in FY25 (base year), 50 units in FY26 (Option Year 1), and 25 units in FY27 (Option Year 2), totaling 140 SCBA units. Delivery will be FOB Destination to the N3 Warehouse located at 4635 Pacific Highway, Building 4, Room 4 in San Diego, California 92110. The units will be quarterly delivered and must meet specific regulatory requirements, including NIOSH 42 CFR Part 84 approval and NFPA 1981 and 1982 standards. Performance periods will run from April 21st to April 20th for each fiscal year, with funding coming from Operations and Maintenance Navy (O&MN) funds. The contract is designed to replace aging firefighting equipment across multiple Navy installations, ensuring standardized and compliant breathing apparatus for federal fire personnel.
