About this opportunity

The Selective Service System is conducting a Request for Information on discrete-event simulation model design, development, and delivery, with responses due by 29 May 2026 at 2:00 PM EST. This is market research for a future government-owned predictive model; the RFI does not obligate the Government and vendor response costs will not be reimbursed.

SSS seeks to develop a simulation capability representing its six mission-essential functions—Registration, Selection, Notification, Delivery, Classification, and Alternative Service Program for conscientious objectors—to analyze staffing, resource needs, manpower delivery, and operations under varying mobilization conditions. The model will operate at the unclassified level and FISMA Moderate impact level, process only anonymized aggregates without personally identifiable information, and execute at daily time granularity with stochastic uncertainty using Monte Carlo methods. Development and testing will occur within an SSS-designated cloud environment; the Government will furnish authoritative reference parameters including registration coverage, MEPS throughput, no-show rates, and medical disqualification rates, while vendors must recommend supplemental derived parameters.

Responding vendors must submit a capability statement including relevant past performance, projected timeline for completion, estimated costs, and supporting information. SSS will furnish development, testing, and deployment workspaces within SSS information technology environments. The Government requires full and unrestricted delivery of all technical artifacts including source code, build pipelines, database schemas, and infrastructure configuration files. Vendor personnel must hold Public Trust clearance at award. SSS anticipates issuing an RFQ under a Firm Fixed Price contract structure with target delivery between December 2026 and May 2027. Industry Day, pre-proposal conference, and live virtual demonstrations are available. All written questions and answers will be published on SAM.gov; written Q&A is the only authorized communication method during the RFI phase.
