About this file

This is a Request for Information (RFI) issued by the Selective Service System (SSS) for market research purposes regarding the design, development, and delivery of a government-owned predictive Discrete Event Simulation (DES) model. The simulation model will analyze and visualize staffing, resource needs, manpower delivery, and operations to support SSS planning, decision-making, and organizational readiness under varying mobilization conditions. The model must represent SSS's six mission-essential functions: Registration, Selection, Notification, Delivery, Classification, and Alternative Service Program for conscientious objectors.

SSS seeks vendor input on capabilities including DES model design representing SSS operations, simulation of staffing and resource needs under varying conditions, support for multiple scenarios with user-modifiable parameters, analytical outputs with dashboards and sensitivity analysis, and training and knowledge transfer to enable SSS personnel to operate and maintain the model post-delivery. Vendors must submit a capability statement with relevant past performance, a projected timeline for completing the work, estimated costs, and supporting information. The suspense date for vendor questions is 2:00 PM EST on Monday, 11 MAY 2026. The RFI closes at 2:00 PM EST on Thursday, 21 MAY 2026, with submissions directed to Mr. Cane Toussaint, Contract Specialist, at ctoussaint@sss.gov with the subject line "SSS Readiness Simulation." SSS anticipates delivery of the simulation capability between December 2026 and May 2027. This RFI is solely for market research, does not obligate the Government to any commitment, and the Government will not reimburse vendor response costs.

REQUEST FOR INFORMATION (RFI)

PROJECT TITLE: Selective Service System (SSS) Readiness Simulation

(Requirements & Acquisition Baseline)

PROJECT SUMMARY

SSS is seeking additional information for market research and future procurement purposes for the design, development, and delivery of a government-owned predictive Discrete Event Simulation (DES) model. This simulation model will support the Agency by enabling the analysis and visualization of staffing, resource needs, manpower delivery, and operations.

Put simply, the model will help SSS explore how manpower delivery, routing, and resource considerations interact under a range of mobilization conditions.

This capability is intended to support planning, decision-support, and organizational readiness.

Background

The Selective Service System’s mission is to register men and maintain a system that, when authorized by the President and Congress, rapidly provides manpower in a fair and just manner, while managing civilian work for conscientious objectors (COs). The Agency carries out its statutory responsibilities through six mission essential functions (MEFs). These functions are described at a high level to help industry understand the operational areas that the proposed simulation model may represent.

a. Registration:

Maintaining complete and accurate registration information for individuals required to be registered.

b. Selection:

Conducting an impartial process to determine which eligible individuals would be selected for induction into military service.

c. Notification:

Providing timely, reliable communication to individuals who have been selected, including instructions on required next steps.

d. Delivery:

Coordinating the movement of selected individuals to Military Entrance Processing Stations.

e. Classification:

Administering a process to evaluate claims submitted by selected individuals and assigning classifications (e.g. exemption, deferment, postponement, conscientious objection, etc.).

f. Alternative Service Program:

Managing a program that assigns individuals classified as COs to approved civilian work contributing to national health, safety, or welfare.

General Capability Areas of Interest

SSS seeks industry input regarding the following capabilities:

• Ability to design and build a DES model representing SSS MEFs.

• Ability to simulate staffing, resource needs, and operational flows under varying conditions.

• Ability to support multiple scenarios reflecting differing operational demands.

• Ability to support user-modifiable parameters, assumptions, and configurations.

• Ability to provide analytical outputs, dashboards, sensitivity analysis, statistical analysis, and reporting features that support decision-making based on simulation results.

• Ability to provide training, documentation, and knowledge transfer enabling SSS personnel to operate, maintain, and update the model after delivery.

Schedule

SSS anticipates that delivery of a simulation capability would occur between December 2026 and May 2027, subject to the results of this market research and subsequent acquisition planning.

Note to Vendors

This RFI is issued solely for conducting market research and does not constitute a Request for Proposal or a Request for Quote and does not obligate the Government to any current or future commitments. The Government will not pay/reimburse any costs or charges resulting from contractors’ responses to this RFI.
