About this file

This file is a Request for Information (RFI) Response document containing questions and answers regarding a Conscription Simulation Model to be developed for the Selective Service System (SSS).

The SSS seeks a discrete-event simulation model to be hosted on SSS information technology systems and operated by SSS personnel. The vendor will design and develop the tool within an SSS-designated cloud development environment that complies with Agency information technology and security requirements. The Agency seeks a commercially supported, stand-alone solution and will provide required data elements, while vendors are expected to supply or derive additional data and assumptions necessary for scenario analysis and model flexibility. The model must be capable of executing multiple configurable scenarios to assess a wide range of policy and operational conditions, including alternative registration scenarios, scenarios incorporating female registration requirements, both General and Special Skills selection conditions, and Mission Essential Function policy alternatives. Automatic registration is scheduled to become effective on December 18, 2026. SSS will provide the data elements required for model design and development, including disaggregated counts of registered and unregistered individuals. Vendors are also expected to identify and recommend supplemental or derived data needed to support comprehensive scenario analysis and comparative modeling. Development, testing, and deployment workspaces will be provided within SSS information technology environments; the vendor is not expected to develop the model in its own development environment.

RFI Response Questions Set #3

Conscription Simulation Model RFI Questions

Q1. Could you confirm that the desired deliverable is a Discrete-event simulation model to be hosted on SSS IT systems and to be operated by SSS staff, rather than a model hosted and operated by the vendor? If Government hosted, are there any restrictions on the development tools and database access that would affect design and development?

A1. The model will be hosted within SSS information technology environments and operated by SSS personnel. The vendor will design and develop the tool within an SSS-designated cloud development environment that complies with Agency information technology and security requirements. Vendors may recommend development tools or platforms, as the Agency is seeking a commercially supported, stand-alone solution. The Agency will provide the data elements required for model design and development, and vendors are expected to supply or derive any additional data or assumptions necessary to support scenario analysis and model flexibility

Q2. Will the model need to be able to consider alternative policy scenarios for Mission Essential Function, or will it be focused largely on modeling the impact of changes in different demand scenarios (e.g., size of the conscription)?

A2. The model must be capable of executing multiple configurable scenarios to assess a wide range of policy and operational conditions.

Q3. Would the model assume automatic registration of individuals or should it be able to model alternative scenarios? Should it also be able to consider scenarios in which females are required to register?

A3. The model must be capable of executing multiple configurable scenarios to assess a wide range of policy and operational conditions. Automatic registration becomes effective on December 18, 2026.

RFI Response Questions Set #3

Q4. Will SSS provide access to model input data (e.g., disaggregated counted of registered individuals, counts of unregistered individuals)?

A4. The Agency will provide the data elements required to support the design and development of the model. Vendors are also expected to identify and recommend supplemental or derived data needed to support comprehensive scenario analysis and comparative modeling.

Q5. Will SSS provide development, testing, and deployment workspaces for the model, or is the vendor expected to develop the model in its own development environment?

A5. The model will be hosted within SSS information technology environments and operated by SSS personnel. The vendor will design and develop the tool within an SSS-designated cloud development environment that complies with Agency information technology and security requirements.

Q6. Should the model be able to consider both General and Special Skills selection scenarios?

A6. Yes, the model must be capable of executing multiple configurable scenarios to assess both General and Special Skills selection conditions.
