About this opportunity

The USDA Agricultural Research Service (ARS) is conducting a market survey to identify qualified contractors for HVAC maintenance and monitoring services at the Plant Germplasm Introduction & Testing Research Unit's Greenhouse/Headhouse and Seed Storage facilities. This Sources Sought notice seeks capabilities statements from Small Businesses, SBA-certified HUBZone firms, Women-Owned Small Businesses, and Service Disabled Veteran-Owned Small Businesses (SDVOSBs) who can demonstrate expertise in comprehensive HVAC service coverage. The required services include 24-hour remote monitoring, programmed preventive maintenance, quarterly filter replacement, annual condenser coil and belt service, pneumatic system modernization, and 24/7 emergency repair and replacement services for both facilities. The evaluation of responses will determine whether ARS will restrict competition to small business categories or proceed with unrestricted full and open competition. Interested vendors must submit a Capabilities Statement by 12:00 p.m. Eastern Time on Sunday, April 5, 2026, to Katelyn Nelson at the ARS contact information provided.

This pre-solicitation notice is not using any specific set-aside designation but is assessing the availability of qualified small business contractors before determining the final acquisition approach. The incumbent contractor appears to be DIVCO, which has customized remote monitoring equipment to its specifications, potentially creating transition costs and operational complexity for vendor changeover. The notice does not specify an award value or budget range at this stage of market research. The service requirement encompasses two distinct but related facility areas: the Headhouse HVAC system covering Carrier air handlers, Bell & Gossett pumps, and related equipment, and the Seed Storage HVAC system covering Russell M units, Bry Air dehumidifiers, and freezer equipment. The scope suggests an ongoing service contract requiring sustained presence and rapid response capabilities rather than a one-time equipment procurement.

Notice text

This is a Sources Sought only, this is NOT a solicitation.

A market survey is being conducted to determine if there are adequate Small Business, SBA-certified HUBZone, Women-Owned, or Service Disabled Veteran-Owned Small Business (SDVOSB) contractors available for a proposed project who meet the specific criteria outlined below. This is not a solicitation announcement or request for proposal. It does not constitute any commitment by the Government. The purpose is to conduct market research to gain knowledge of potentially qualified sources. The USDA Agricultural Research Service (ARS) will not award a contract on the basis of responses or pay for the preparation of any information submitted. Respondents will not be notified of the results of this notice. After completing an analysis of the responses, the Government will determine whether to limit competition to HUBZone, SDVOSB, Women-Owned, or other small business firms, or to proceed with issuing an unrestricted solicitation, inviting full and open competition.
