About this file
This is a Statement of Work (SOW) from the US Department of Agriculture (USDA) for HVAC maintenance and monitoring services at the Plant Germplasm Introduction & Testing Research Unit's Greenhouse/Headhouse and Seed Storage facilities.
The SOW covers two primary service areas: Headhouse HVAC Full Coverage Service and Seed Storage HVAC Full Coverage Service. For the Headhouse, the contractor must provide comprehensive maintenance for specialized equipment including Carrier air handlers and condensing units, Bell & Gossett circulation pumps, RUUD water heaters, Greenheck exhaust fans, temperature controls, valves, dampers, thermostats, relays, and switches. Required services include 24-hour remote monitoring, programmed preventive maintenance based on equipment analysis, quarterly filter replacement with quality deep pleated media filters, annual condenser coil cleaning, annual belt replacement, full mechanical systems coverage, pneumatic system modernization, and 24/7 emergency service for repairs and replacements. For Seed Storage, the contractor must maintain Russell M condensing units and evaporator units, Bry Air dehumidifiers, Twin City Blower exhaust fans, a Bangor walk-in freezer with condensing units, a BDP furnace, RUUD heat pump, and TAC temperature control systems. This service area similarly requires 24-hour monitoring, full coverage service, programmed preventive maintenance, annual condenser coil cleaning, annual belt service, and 24/7 emergency on-site service. All service calls must be documented with completed work orders provided to the USDA Plant Intro Program Support Assistant and Seed Storage Manager. The background section notes that DIVCO has historically provided these services and that remote monitoring equipment has been customized to DIVCO specifications, making vendor changeover costly and operationally disruptive. No response dates, award dates, or pricing terms are specified in this document.

2.0 Background
DIVCO has been servicing and monitoring Plant Germplasm Introduction & Testing Research Unit’s Greenhouse/Headhouse and Seed Storage for many years. This program has specialized equipment and needs regularly scheduled maintenance, as well as remote 24/7 monitoring, due to the sensitive nature of our seed regeneration and storage activities. No other company in our semi-remote area that will travel to our facilities and provide the services and maintenance that is required to the many different types of equipment necessary for our regeneration and storage program. Remote monitoring equipment has been purchased and installed to the requirements and specifications of DIVCO and changing out of this equipment for a different vendor would be expensive, and the downtime to purchase and re-install this computerized equipment would be detrimental to the project.
