About this opportunity

The Bureau of Land Management Colorado Region is soliciting bids for broadcast seeding services across three fire-damaged areas in Western Colorado: the Lee Fire, Deer Creek Fire, and Sowbelly Fire zones. The contract is a firm fixed-price commercial service requiring qualified contractors to uniformly apply government-furnished seed mixes at specified rates across approximately 25,533 total acres (consisting of Lee Fire Stabilization at 17,376 acres, Lee Fire Wildlife at 6,365 acres, Deer Creek at 800 acres, and Sowbelly Fire at 992 acres). Key requirements include active SAM registration, compliance with Section 889 clauses, electronically mapped application routes, daily reporting to the Contracting Officer's Representative, and submission of shapefiles upon project completion. The government will provide all seed mixes, aerial photos, work location maps, and GPS coordinates, while the contractor must furnish all personnel and equipment necessary for the seeding operations. Evaluation will be based on four factors in order of importance: price (most important), technical acceptability on a go/no-go basis, delivery/performance schedule, and past performance on similar projects. The original response deadline of January 13, 2026, was extended to January 27, 2026, at 5:00 PM Mountain Time, and questions must be submitted with adequate time for the government to post amendments before the closing date.

This solicitation is designated as a Total Small Business Set-Aside following Amendment 0003, which modified the original Indian Small Business Economic Enterprise (ISBEE) set-aside; no incumbent contractor information is provided in the solicitation materials. The contract ceiling is $34 (appearing to represent a placeholder or per-unit value requiring clarification from the contracting officer), and the performance period has been set from February 9, 2026, through March 9, 2026, with delivery required by March 9, 2026, on an FOB Destination basis. The contractor must apply seeds at rates ranging from 11.7 to 13.7 pounds per acre depending on the specific fire zone and seed mix, with distribution not varying more than 10 percent above or below the specified average rate. Payment will be processed within 30 days of delivery via www.ipp.gov, with partial invoices accepted for accepted deliveries. All work will be performed in Western Colorado at the three designated fire zone locations under the jurisdiction of the BLM White River and Uncompahgre Field Offices.
