About this opportunity

The contractor must provide armed security personnel for continuous 24/7/365 physical security protection of the vessel while at sea in international waters and while in U.S. territorial seas and internal waters. Key contract requirements include maintaining a SECRET-level facility clearance, processing personnel for SECRET security clearances, maintaining and updating a Vessel Security Plan compliant with Strategic Command Directive SI 538-2 and Military Sealift Command Instruction COMSCINST 5530.3, and training all security personnel in armed sentry operations, antiterrorism, small arms and crew-served weapons qualification, and Law of War standards. Qualified contractors must demonstrate three years of experience in port security or Security System Level A operations and three years of company weapons maintenance experience with handguns, shotguns, military assault rifles, and crew-served weapons. The response deadline for this Sources Sought notice is April 16, 2026, at 2:00 PM Norfolk time, with respondents required to provide company information, CAGE code, business size status, suggested security force size, capability statements, and estimated daily pricing for a 15-person security force.
This procurement is currently set aside as a Competitive 8(a) Business Development Program contract, though the government reserves the right to abandon this set-aside strategy and pursue a small business set-aside or full and open competition if insufficient 8(a) responses are received. No incumbent contractor is identified in the available documents. The anticipated contract structure is Firm-Fixed Price with pass-through elements, running from December 18, 2026, through December 17, 2031, consisting of one 12-month base period and four 12-month option periods, plus one six-month extension option. The security force requirement consists of 15 personnel during underway operations (one Assistant Anti-Terrorism Officer, two Shift Leads, and twelve Marine Security Officers) and 8 personnel during in-port operations (one Assistant Anti-Terrorism Officer, one Shift Lead, and six Marine Security Officers), with personnel rotating on 63-day cycles. All security personnel must be U.S. citizens with final SECRET security clearances, valid passports, and Transportation Worker Identification Cards, along with completion of extensive medical screening and immunizations per Military Sealift Command requirements. Government will furnish firearms and ammunition, while the contractor provides all personal equipment including uniforms, cold weather gear, and ballistic protective equipment rated for 7.62x39mm threats, with operations based in Pearl Harbor, Hawaii, and the Pacific Ocean.
