About this file
This is a Sources Sought notice issued by Military Sealift Command (MSC) Special Mission Program seeking capability information for security services on the Sea-Based X-Band Radar platform (SBX-1). The requirement, set aside for 8(a) Business Development Program contractors, seeks to identify vendors capable of providing armed force protection and continuous onboard physical security for SBX-1 during both at-sea and in-port operations. Services must be maintained 24 hours daily, 365 days annually, with the contractor sustaining 58-day personnel rotations in two operational scenarios: when the vessel is in international waters and when in U.S. territorial seas and internal waters. Contractor security officers will remain onboard the vessel but may use force against attackers outside the ship's lifelines. The requirement excludes foreign port mooring security and shoreside duties.
Interested parties must respond by 2:00 PM Norfolk time on Thursday, April 16, 2026, providing company information, CAGE code, business size status, suggested security force size, and a capability statement demonstrating: SECRET-level facility clearance capability and ability to process personnel for SECRET clearances; competency in maintaining and updating a Vessel Security Plan; and responsibility for training all security personnel. Respondents must also provide three years of experience in port security or Security System Level A operations and three years of company weapons maintenance experience with handguns, shotguns, military assault rifles, and crew-served weapons. The anticipated contract is Firm-Fixed Price with pass-through elements, running from December 18, 2026, through December 17, 2031 (one 12-month base period and four 12-month option periods), plus one six-month extension option. Responses should include estimated daily pricing for a 15-person force of security operations across all contract periods. Operations will be based in Pearl Harbor, Hawaii, and the Pacific Ocean, with government-provided sea transportation and contractor-arranged travel to embarkation points at government expense.
