Place of performance covers the contiguous 48 states, excluding Alaska and Hawaii, with capacity to house both male and female juveniles. The facility must operate 24/7 with in-house residents only and provide comprehensive services under a single contract. The Statement of Work establishes detailed operational requirements including direct supervision staffing ratios of one staff per eight juveniles during waking hours and one per 16 during sleeping hours; minimum 50 hours of quality programming weekly; ACA accreditation or equivalent standards compliance; JJDPA and PREA compliance with zero-tolerance policy and mandatory third-party audits; and comprehensive medical, mental health, educational, and work release services. The Facility Director must hold a baccalaureate degree in social or behavioral science and minimum five years juvenile justice experience with three years in management. All staff require 40 hours pre-service training and 24 hours annual training. Prohibited practices include firearms, CS gas, electric shock fences, prolonged segregation, food deprivation, and peer-assisted restraints. Reimbursement occurs on an offender-day rate basis submitted by the 10th working day monthly.
Vendors must submit responses in PDF format to Laurence Faytaren, Contracting Officer, at lfaytaren@bop.gov by October 26, 2026. Clarifying questions are due by October 9, 2026, with responses posted on SAM.gov by October 15, 2026.
