About this file

This is a Request for Information (RFI) issued by the Federal Bureau of Prisons (BOP), an agency within the U.S. Department of Justice, regarding secure juvenile detention services. The RFI seeks to determine the feasibility and availability of qualified sources to provide secure juvenile detention services for male and female offenders within the contiguous 48 states, excluding Alaska and Hawaii. The anticipated procurement will be structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a one-year base period and four one-year option periods. The BOP is considering two capacity scenarios: either a guaranteed minimum of 9 beds with an estimated maximum of 15 beds, or a guaranteed minimum of 6 beds with an estimated maximum of 10 beds, with both scenarios allowing for flexible combinations of male and female juveniles. The requirement specifies in-house residents only, and all services are expected to be procured under a single solicitation with the successful offeror providing comprehensive services.

The RFI includes a 12-question questionnaire designed to assess operational feasibility, regulatory compliance, and local market conditions. Responses must address vendor experience in secure juvenile facility operations, state and local ordinances or restrictions, zoning issues, applicable laws and regulations, capacity for housing both genders, specialized support services availability (medical, dental, mental health, psychiatric, education, vocational, and evaluation services), and cultural programming capabilities. Interested vendors must submit responses in PDF format by 2:00 p.m. EDT on October 26, 2026, to Contracting Officer Laurence Faytaren at lfaytaren@bop.gov, and must include company contact information, socio-economic classifications, Tax-ID, and DUNS numbers. Clarifying questions regarding the RFI must be submitted by October 9, 2026, with answers posted on SAM.gov by October 15, 2026. The RFI explicitly disclaims any commitment to issue a future solicitation or contract and does not obligate the government to reimburse respondents for their costs in preparing responses.
