This full and open competition solicitation (RFP 2043FY-25-R-00002) requires contractors to provide armed professional guards, secure vehicles, and services for daily pickups from up to 54 TAC locations, with capabilities for special pickups from an additional 22 locations and potential expansion to 15 new locations. The technical evaluation will focus on ability to meet Performance Work Statement tasks, geographical coverage, security measures, and past performance experience, with technical and past performance factors considered significantly more important than pricing. Proposals are due by February 28, 2025 at 5:00 PM ET, with preliminary questions accepted until February 24, 2025. Contractors must meet specific requirements including same-day delivery and deposit of cash, proper bonding/licensing/insurance, and comprehensive security protocols.

The solicitation is not set aside for any specific business category and will be conducted under NAICS code 561613 for Armored Car Services. The current incumbent contractor is Loomis Armored US, LLC under contract number 2032H8-19-C-00017, with an estimated contract start date of March 4, 2025. The contract structure includes a base year and four one-year option periods, with a potential 6-month extension available under FAR 52.217-8. Performance will be centered in Albany, NY, but includes nationwide IRS facility coverage. The IRS has established specific subcontracting goals, including 25% for Small Business, 5% for Small Disadvantaged Business, 5% for Women-Owned Small Business, 3% for HUBZone, and 5% for Service-Disabled Veteran-Owned Small Business. Contractors must provide comprehensive liability coverage of at least $500,000 and demonstrate robust security and contingency planning capabilities.
