About this opportunity
The Department of Homeland Security US Coast Guard seeks complete renovation of two bathrooms at USCG Sector San Diego, Building C-2, with proposals due September 18, 2026. The procurement is a Total Small Business set-aside.
Place of performance is San Diego, California (2710 N Harbor Drive, San Diego, CA 92101). The scope includes demolition and hazardous materials handling, installation of approximately 240 square feet of heavy-duty waterproof vinyl flooring, new plumbing (toilets, urinals, sinks, showers, valves, and flusometers), new fixtures (partitions, shower pans, mirrors, dispensers), and testing and closeout. Each bathroom is approximately 120 square feet.
The project carries significant hazardous materials constraints. Asbestos-containing material (ACM) has been confirmed at 2% chrysotile in two locations within the bathrooms, exceeding the 1% regulatory threshold under 40 CFR Parts 61 and 763 and Cal/OSHA regulations. Contractors must not disturb wall ACM; disturbance or abatement is prohibited under this contract. Lead-safe work practices and specialized waste characterization during tile demolition are required. All work is subject to Davis-Bacon Act prevailing wage requirements for San Diego County, California. The project period of performance is 60 days following Notice to Proceed. All newly installed fixtures must receive Coast Guard Unit Point of Contact approval prior to purchase and installation, and testing must be conducted with USCG representation present. A site visit for interested vendors was held September 14 at 10am with CWO Justin Pritcher (Unit POC); attendees included nine contractor firms. NAICS code 236118, Residential Remodelers; PSC Z2FC, Repair Or Alteration Of Troop Housing Facilities.
