About this file

This is a Statement of Work (SOW) for complete bathroom renovations at USCG Sector San Diego, Building C-2, located at 2170 N. Harbor Drive, San Diego, California 92101. The project encompasses renovation of two distinct bathrooms (Restrooms C9/C10 and C13/14), each approximately 120 square feet, requiring comprehensive demolition and new installation of all fixtures, finishes, and furnishings. The work is organized into five primary work breakdown structure elements: demolition and hazardous materials handling, flooring installation (approximately 240 square feet of heavy-duty waterproof vinyl), plumbing systems (new toilets, urinals, sinks, showers, valves, and flusometers), fixtures (new partitions, shower pans, mirrors, and dispensers), and testing and closeout activities including utility reconnection, functional and leak testing, and final site cleanup.

The SOW emphasizes critical asbestos and lead safety requirements. Testing confirmed detectable chrysotile asbestos at 2% in two locations within both bathrooms (texture and taping mud in drywall at C13/14 and ceramic wall tile, grout, and thin-set at C9/10), exceeding the 1% regulatory threshold under 40 CFR Parts 61 and 763 and applicable Cal/OSHA regulations. Disturbance or abatement of asbestos-containing material (ACM) is strictly prohibited; contractors must utilize existing wall penetrations for new fixtures to avoid ACM disturbance. Lead was also detected at very low concentrations, requiring lead-safe work practices and specialized waste characterization during tile demolition. All fixtures, finishes, and furnishings must receive Coast Guard Unit Point of Contact approval prior to purchase and installation. The project is subject to Davis-Bacon Act prevailing wage requirements for San Diego County, California.

1.2 Place of Performance

USCG Sector San Diego: 2170 N. Harbor Drive, San Diego, California 92101

2.0 SPECIFIC REQUIREMENTS/TASKS

2.1 Itemized List of Work

2.2 Demolition & Hazardous Material Handling

· CRITICAL ASBESTOS SAFETY NOTE:

Detectable chrysotile asbestos was confirmed at 2% by PLM in two locations: south walls of bathrooms C13/14 (texture, taping mud, drywall) and C9/10 (6" ceramic wall tile (white), grout, thin-set) and should be assumed to be present in material homogenous to the sampled locations. These results exceed the 1% analytical threshold defining asbestos-containing material under 40 CFR Part 61 (NESHAP), 40 CFR Part 763 (AHERA), and applicable Cal/OSHA asbestos regulations. See attached Asbestos and Lead Survey Report Job No. 26-092 for greater detail.

Disturbance or abatement of ACM is strictly prohibited on this project. Utilize existing wall penetrations where necessary for new fixtures to avoid disturbance of ACM.

· LEAD SAFETY NOTE:

Lead was detected at a very low concentration of <0.00146% by weight for bathroom C9/C10 on the south wall and <0.00154% by weight on the east wall. Lead was detected in bathroom C13/14 on the shower wall at a concentration of <0.00155% by weight (AESS Job No. 26-092). While these concentrations are well below the EPA/HUD threshold for Lead-Based Paint (LBP) of 0.5% (5,000 ppm), any detectable level of lead triggers Cal/OSHA Lead in Construction Standard (8 CCR § 1532.1) compliance.

Final Clean-up & Waste Characterization Maintain clean containment zones daily. Upon completion, perform a final detailed cleanup of all work areas.

· Surface Protection: The contractor shall protect all adjacent surfaces, hallways, pathways, and building furniture during all prep, and construction phases.

· Debris Removal: The contractor is solely responsible for the daily removal, profiling/characterization (including TTLC/TCLP testing for lead-containing tile debris), transport, and legal disposal of all construction debris. Government dumpsters shall not be used.

· LEAD DEBRIS NOTE: Debris and waste generated from the removal of the lead-containing wall tile must be evaluated for appropriate disposal classification (such as Toxicity Characteristic Leaching Procedure (TCLP) or Total Threshold Limit Concentration (TTLC) waste characterization) prior to disposal, consistent with California hazardous waste regulations. All waste must be legally disposed of off-site. Government dumpsters shall not be used.

2.3 Unexpected Hazardous Materials Protocol

If, during the performance of work under this contract, the contractor encounters any previously unidentified material that is suspected to be hazardous (including, but not limited to, lead, asbestos, heavy metals, or toxic chemical residue) outside of the areas already documented in the provided survey report (AESS Job No. 26-092), the contractor shall:

Immediately halt work in the affected area and secure the immediate vicinity to prevent personnel exposure or disturbance of the suspect material.

Implement appropriate local controls to isolate the area.

Notify the Unit Point of Contact (POC) and the Contracting Officer (KO) verbally within four (4) hours, followed by written notification within twenty-four (24) hours.

Do not resume work in the affected area until the material has been formally tested, characterized, and certified safe, or until proper abatement is completed and the Contracting Officer issues written authorization to proceed.
