About this file

This is a Site Visit Questions and Answers document from a USCG Sector San Diego bathroom renovation project. The document records questions posed by nine contractor firms during a site walk on the project and provides answers from the government representative. Key project details confirmed include: flush valves will default to manual unless the SOW specifies otherwise; vinyl flooring preference is Shaw Endura Plus in Oyster Oak or similar; shower pans may be drop-in installations; temporary facilities (porta-potties, mobile showers) will not be contractor-provided, as the USCG will allow access to existing facility showers and heads; and the entire building may require shutdown during portions of the project due to lack of individual bathroom shutoffs (only fixture-level shutoffs exist). The document clarifies that alcove tiles around the bathroom floor will be repaired as part of the work despite not being explicitly in the scope, exhaust fans and entry doors are not included, and P-traps will be replaced to the drain line wall penetration. All newly installed fixtures must be tested with a USCG representative present, and contractors may conduct pre-removal condition tests to document existing drain issues. The project period of performance is 60 days following Notice to Proceed. The government indicates it will attempt to provide a finishings schedule but cannot guarantee delivery within the bid timeline. Asbestos documentation will be provided, but abatement work is not included in this contract. Attending contractors included T+S Development, GEA Building Inc., CR Smith Construction, Ramco Contracting LLC, Building SD, Garibay General Construction, Simeona Consulting, and San Diego Abatement.

Text version

Good afternoon all, We had a very successful site walk today with a huge turnout. I had the following people in attendance:

Sebastian Brinkman – T+S Development – 951-447-1652 George Arroyo – GEA Building INC. – 619-862-0924 Christopher Smith – CR Smith Construction – 619-894-6194 Blue Cook – CR Smith Construction Isaac Lopez – Ramco Conctracting LLC – 951-226-5102 Michael Crawford – Building SD – 661-900-4781 Marc Dumesle – Building SD – 619-351-3251 Oscar Garibay – Garibay General Construction – 323-793-2196 Kaea Simeona – Simeona Consulting – 808-389-0603 Gabriel Itzhaki – San Diego Abatement – 619-822-4249

Questions asked (and answered to the best of my ability or need answering from someone here):

Do we want flush valves to be automatic or manual?

I prefer manual but whatever the SOW says. If not listed in SOW, then manual.

Vinyl flooring exact color?

Prefer Shaw Endura Plus – Oyster Oak or similar.

Are shower pans drop in or custom?

I’m not sure if the current showers are drop in vs custom but drop in showers will be acceptable for installation.

Can the USCG provide a finishings schedule?

I will attempt to produce something of this nature however I’m not entirely sure if I will have time to produce this within the timeline for bids to be due.

Will the contractor be required to provide temporary facilities (porta-potty/mobile showers/etc.)?

No. If temporary facilities are needed, USCG will provide by providing access to showers and heads in other areas of the facility.

Will the tenants of one or both attached rooms be relocated during construction?

My preferred answer to this question is YES however I think LT Rogers or Chief Valentine will need to weigh in on feasibility on moving four members into temporary rooms?

Can construction in both bathrooms happen simultaneously?

Same answer as above. If we can relocate all members then yes, if not then obviously no.

Is there an individual bathroom shutoff for these bathrooms?

No there is not, only fixture level shut offs. FOR EVERYONE’S AWARENESS: This means the entire building may need to be shut down for parts of this project. We can work with contractors on how this will work.

Will contractors be asked to repair the alcove tiles (the tiles that form the cove base around the bathroom floor).

Yes. This is not in the scope of work but I see restoring these as a simple fix that shouldn’t alter cost significantly and makes no sense not to repair as needed at this time.

Exhaust fan staying or being replaced?

No lighting or exhaust fan work will occur as part of this project.

Are the entry doors being replaced?

No, doors are not part of this contract.

Are there existing drain issues?

None known. New shower should be installed in such a way to prevent water pooling and improper drainage. All newly installed fixtures shall be tested with a USCG rep present, contractors are free to conduct a test before removal to submit a condition found report if drains are not properly working in any fixture.

Is there a preferred water proofing method?

No, any method in compliance with current building codes is acceptable.

Is the vanity to be replaced?

No.

For sinks is the p-trap staying?

P-traps will be replaced to the drain line wall penetration.

Are there associated asbestos documents and will abatement be a part of this project?

Yes, documents are being provided. No, abatement will NOT be part of this project.

What is the period of performance for this project?

Stated in the SOW. 60 days following NTP.

Happy to answer any further questions from this group.
