About this opportunity
The U.S. Coast Guard seeks to supply and install a secure, highly durable section of security fencing at the northeast corner of Sector Field Office Fort Macon, North Carolina, with quotes due by noon Eastern Time on August 14, 2026. This procurement is a total small business set-aside under NAICS 238990, All Other Specialty Trade Contractors, with a size standard of $19 million.
Place of performance is 2301 E Fort Macon Road, Atlantic Beach, NC 28512. The fencing must extend approximately 45 feet from the existing perimeter fence down a sandy beach to the mean low water mark, with nine-gauge stainless steel wire fabric, two-inch maximum mesh openings, eight-foot overall height, three strands of 12-gauge barbed wire on top, and posts meeting Federal Specification RR-F191K/GEN. The Government recommends marine-treated wooden piling systems rather than sheet pile walls to allow water and sand passage and reduce wave load.
Work must begin within 42 calendar days of notice to proceed and be completed within 126 calendar days, scheduled September 15, 2026 through February 12, 2027. The contract is firm-fixed price. The Government has no existing surveys, permits, or coordination with state or federal coastal agencies; the contractor bears full responsibility for surveys, engineering, permitting, environmental compliance, site safety, and restoration. All such costs are included in the firm-fixed price quote. A North Carolina-licensed professional engineer signature is not required; preliminary technical drawings and data suffice at quotation. Past performance from subcontractors, non-federal commercial work, municipal, military-subcontract, and institutional coastal or security fencing sources is acceptable. Davis-Bacon wage rates apply to Carteret County. A site visit is scheduled for August 4 at 1000 hours; advance notice to ET1 Andrew Miller is required. Questions are due by noon August 6. Amendment 0002 (posted August 7) provides final answers to questions with no further amendments anticipated. Offerors must acknowledge receipt of both amendments prior to bid submission.
