About this file
This document is a Questions and Answers (Q&A) response for RFQ 70Z08126QELIZ0017 issued as of August 3, 2026, addressing inquiries related to a security fencing installation project in North Carolina.
The contractor is responsible for all survey, engineering, permitting, and inspection costs, which must be included in the firm-fixed price quote due by August 14, 2026. The Government does not have existing boundary, topographic, or site surveys; nor has it coordinated with the North Carolina Division of Coastal Management (CAMA), U.S. Army Corps of Engineers, or other regulatory agencies. The contractor must determine existing site conditions and obtain all required state and federal coastal permits and approvals if applicable to the project location. A North Carolina-licensed professional engineer is not required for fence and marine-piling design. Preliminary technical drawings, shop drawings, and technical data are sufficient for quotation submission; final stamped engineering drawings are not required unless the contractor's proposed solution necessitates them. The Government will review submitted product data and installation methods post-award to ensure compliance with manufacturer specifications and industry standards. No mechanical or electrical license is required despite what may appear in the Statement of Objectives. Contractors may submit related past performance from subcontractors, non-federal commercial work, or various sources including commercial, municipal, military-subcontract, and institutional coastal or security fencing experience; the Government considers past performance information from a wide variety of sources both inside and outside Government. An optional site visit is scheduled for August 4, 2026, and prospective primes may register qualified subcontractor representatives to attend on their behalf. Map and photographic images referenced in the Statement of Objectives are located at the end of the SOO in the SAM.gov posting.

RFQ 70Z08126QELIZ0017
Questions and Answers as of August 3, 2026
1. Does the Government have an existing boundary, topographic, or site survey for the proposed fence location?
A: No.
2. If a survey is available, does it identify the property boundary, proposed fence alignment, existing-fence connection point, ground elevations, mean low-water line, utilities, and other relevant site conditions?
A: The contractor will be required to determine the existing conditions necessary to install security fencing.
3. If the Government does not have a survey, is the contractor responsible for obtaining and paying for the required survey?
A: If the contractor determines a survey is required, then the contractor is responsible.
4. Has the Government coordinated with the North Carolina Division of Coastal Management/CAMA concerning the proposed fence installation?
A: No, any such coordination is a contractor responsibility.
5. Has the Government coordinated with the U.S. Army Corps of Engineers regarding construction extending into the tidal or surf zone?
A: No, any such coordination is a contractor responsibility.
6. If such coordination has occurred, can the Government provide any permit determinations, correspondence, approvals, exemptions, or other relevant documentation?
A: See response to question five.
7. If no previous coordination has occurred, will the contractor be responsible for obtaining all CAMA, U.S. Army Corps of Engineers, state, or local permits and approvals?
A: If required, any such coordination is a contractor responsibility.
8. Has the Government determined whether this project is exempt from any state or federal coastal permitting requirements because the work is located on a federal facility?
A: No.
9. Should contractors include all survey, engineering, permitting, application, and inspection costs in their Firm-Fixed Price?
A: Yes, the quote provided should be inclusive of all costs.
10. Is a North Carolina-licensed professional engineer required to prepare, sign, and seal the final fence and marine-piling design?
A: No.
11. Does the Government expect the quote submitted by August 14, 2026, to include completed engineered drawings, or will a preliminary technical concept be acceptable with final signed and sealed drawings submitted after award?
A: Preliminary drawings and/or technical data and approach are sufficient.
12. If final drawings are submitted after award, what Government review and approval process will apply before construction begins?
A: The Government will evaluate the submitted product data and installation methods to ensure installation in accordance with manufacturer specifications and industry standards for the existing conditions.
13. The Statement of Objectives lists a “Mechanical License” as a certification/license required with the quotation. Please confirm whether this is a clerical carryover. If a license is required for this fencing work, identify the exact North Carolina license classification and whether it may be held by the committed performing subcontractor while we remain the prime contractor.
A: This is a clerical carryover; no mechanical or electrical license is required.
14. We currently have zero completed federal prime contracts and will state that truthfully. May me submit clearly attributed related past performance and technical capability of its committed fencing/marine-piling subcontractor without representing that experience as prime contractor past performance?
A: This is acceptable, as is non-federal work performed by the prime contractor in the commercial market.
15. Please identify the required number, recency, value, and format of related-work references. Is commercial, municipal, military-subcontract, or other institutional coastal/security fencing experience acceptable?
A: There is no specific requirement for the number, value, format, or type of work. Past performance should relate to the work contained in the SOO. The Government will consider past performance information from a wide variety of sources both inside and outside of the Government. For more information see RFO FAR 12.203(a)(2).
16. Does technical acceptability require professional-engineer-sealed coastal, piling, structural, or hydrodynamic design documents with the quotation, or are contractor technical data, shop drawings, and a proposed installation concept sufficient at quotation stage?
A: Technical data and/or shop drawings are sufficient.
17. The SOO states that work-site photographs and a map-location attachment were provided, but those items were not present in the downloaded package. Please post or provide the missing photographs and map.
A: There are three images at the end of the SOO, one map image and two photos. The SAM.gov posting contains these images.
18. Please confirm that the August 4 site visit is strongly encouraged but not a condition of quotation eligibility, and that a prospective prime may register a qualified proposed subcontractor representative to attend on its behalf.
A: Confirmed.
19. We have attached a preliminary design-development drawing for the proposed fence system. Please confirm whether the attached drawing is generally acceptable and consistent with the Government’s requirements. If the Government has an existing design or construction drawing for this project, please provide it so that we can prepare and provide accurate pricing. Please note that the attached drawing is preliminary and not engineer-sealed.
A: To satisfy the initial product data mentioned in the SOO, technical data and/or shop drawings are sufficient. Design development and stamped engineering drawings are not required for this project unless the contractor’s proposed solution requires it.
