Scope of Work and Specifications – Sector Field Office Fort Macon Fence Extension Project

This is a Statement of Objectives (SOO) for a security fence installation project at Sector Field Office (SFO) Fort Macon, a U.S. Coast Guard facility in North Carolina, dated July 2026. The project requires procurement and installation of a secure, durable security fence section at the northeast corner of the installation where it adjoins Fort Macon State Park. The fencing solution must extend approximately 45 feet from the existing perimeter fence, down a sandy beach, and into the water to the mean low water mark. Rather than prescribing a rigid design, the Government invites industry experts to propose innovative, durable, and cost-effective structural and marine engineering solutions. The Project COR is Andrew Miller, Command Security Officer, at Andrew.L.Miller@uscg.mil.

The technical specifications require nine-gauge stainless steel wire fabric with two-inch maximum mesh openings, an eight-foot overall height (seven feet fabric plus one-foot barbed top guard), posts meeting Federal Specification RR-F191K/GEN, reinforcing wires at top and bottom, and three strands of 12-gauge barbed wire on outward-facing top guard arms at 45-degree angles. The Government specifically recommends using marine-treated wooden piling systems to support the fence fabric rather than rigid sheet pile walls, allowing water and sand to pass through freely and reducing wave load. The Contractor must submit pre-bid site visit requests, initial product data, mechanical and electrical licenses, past performance documentation, final product data within seven calendar days post-award, and a detailed project schedule within 15 calendar days. Work must be completed within 90 workdays from notification to proceed, with mobilization required within 30 workdays. Normal work hours are 0700–1530, Monday through Friday. The Contractor bears full responsibility for site safety, environmental compliance (including waste management and hazardous material handling), and site restoration, with final payment withheld until all deliverables are accepted and the jobsite meets approval standards.

11. Detailed Technical Requirements:

The Contractor shall provide all necessary transportation, labor, equipment, materials, parts, and supervision to install the new fence. Attachments have been provided including work site photographs and map location.

a. The contractor shall propose and install a fencing solution that connects to the preexisting perimeter fence line on the northeast corner of the installation. The new fence section will run down the sandy beach and extend into the water to the mean low water mark, covering an approximate total distance of 45. Rather than issuing a prescriptive, rigid design, the Government is providing this SOO to allow industry experts to propose innovative, durable, and cost-effective structural and marine engineering solutions that satisfy the performance and security specifications outlined below. The following are the core objectives of the project:

i. Security & Intrusion Prevention: Provide a robust physical barrier that effectively deters, delays, and prevents unauthorized pedestrian access to SFO Fort Macon from the adjoining public State Park and beach.

ii. Environmental & Tidal Resilience: Withstand extreme coastal weather conditions, including high winds, storm surges, regular tidal cycles, shifting sands, and continuous exposure to highly corrosive saltwater and salt spray.

iii. Structural Stability: Maintain long-term structural integrity and vertical alignment despite constant wave action, tidal currents, and sand erosion/accretion along the 45-foot stretch extending into the surf zone.

iv. Regulatory & Environmental Compliance: Ensure all components, anchoring, and installation methods comply with applicable local, state, and federal environmental regulations.

b. Technical & Compliance Requirements - All proposed fencing solutions and materials must comply with Coast Guard Commandant Instruction (COMDTINST) 5530.1C Physical Security and Force Protection Program Manual guidelines for chain link fencing as adapted by the Sector North Carolina Command Security Officer for the marine environment:

i. Fabric

1. The standard fence fabric shall be at least nine-gauge stainless steel wire.

2. Mesh openings shall not be larger than two inches per side.

3. The fabric must feature a twisted and barbed selvage at both the top.

ii. Fabric Ties

1. If any ties are coated or plated, the coating or plating must be electrolytically compatible with the stainless-steel fence fabric to completely inhibit galvanic corrosion.

iii. Height

1. The standard overall height for the restricted area fencing shall be eight (8) feet.

2. This must consist of a physical fabric height of seven (7) feet, topped by a one (1) foot top guard.

iv. Fencing Posts, Supports, and Hardware

1. All posts, structural supports, and hardware must meet or exceed the requirements of Federal Specification RR-F- 191K/GEN (latest version).

2. All posts and structural supports must be located strictly on the inner (protected) side of the fencing.

3. Posts must be positively secured and anchored into the beach soil and marine sediment using methods that prevent shifting, sagging, tilting, or total collapse due to shifting sands and wave action.

v. Reinforcement

1. Taut reinforcing wires must be installed and interwoven or securely affixed with fabric ties along both the top and bottom of the fence to stabilize the fabric.

2. Top rails shall not be installed, as they can be utilized as climbing aids.

vi. Ground Clearance

1. The bottom of the fence fabric must remain within two (2) inches of firm soil, or be buried sufficiently into the soft, shifting sand to compensate for natural beach erosion and shifting contours at the time of completion.

vii. Top Guards

1. A standard security top guard must be constructed along the entire length of the fence.

2. The top guard supporting arms must face outward (away from the SFO protected site) and upward at approximately a 45-degree angle.

3. Supporting arms must be permanently affixed to the top of the fence posts, increasing the overall height of the fence by at least one (1) foot.

4. Three (3) strands of 12-gauge barbed wire, equally spaced, must be installed along these supporting arms.

c. Marine, Coastal Engineering, & Structural Recommendations

i. Because a portion of the fence will be situated in the active tidal/surf zone (reaching down to the mean low water mark), the contractor’s proposal must specifically address coastal dynamics.

ii. To withstand the dynamic forces of wave action, sand shift, and tidal changes, the Government recommends utilizing a heavy-duty wooden dock piling system to support the fence fabric rather than mounting the fence to a rigid, impermeable structure such as a sheet pile wall.

iii. The contractor may propose a solution incorporating a robust, marine-treated wooden piling at one end of the fence, another wooden piling at the water-terminating end, and at least one supporting wooden piling in the middle.

iv. This approach allows water and shifting sand to pass through more freely, reducing structural drag and lateral wave load on the fence, while preventing the localized scour and erosion often caused by solid sheet pile walls.

d. Miscellaneous

i. It is HIGHLY recommended that the Contractor make a site visit to properly evaluate the location of the equipment and verify all aspects and/or specifications to the existing equipment.

ii. Scheduling: The Contractor shall provide a detailed schedule within fifteen (15) calendar days after contract award. The Contractor shall schedule all work with the Contracting Officers Representative (COR).

12. Inspection and Acceptance:

a. The COR will accomplish inspection and acceptance of work.

b. The Contractor shall perform all work in accordance with all Federal, EPA, OSHA, and State of North Carolina laws and regulations.
