About this opportunity
The Securities and Exchange Commission (SEC) is soliciting proposals for a Supplemental Benefits Program (SBP) to provide comprehensive employee benefits, including dental and vision plans, medical evacuation insurance, and voluntary benefits for approximately 4,100 employees nationwide. The procurement is conducted under FAR Subpart 12.6 and Part 15, with a Firm-Fixed Price contract anticipated. Proposals are due by May 30, 2025, at 12:00 PM Eastern Standard Time, with the evaluation based on a best value determination using three technical factors: Technical Approach and Understanding (most important), Management Approach and Capabilities, and Past Performance. The solicitation requires offerors to submit a detailed technical proposal, pricing schedule, past performance references, and a small business subcontracting plan. Prospective contractors can direct questions to J. Christie Branham or Gabriel G. Aviles from the SEC's contracting team.
The contract is unrestricted and not set aside for any specific business category, with a NAICS code of 524114 (Direct Health and Medical Insurance Carriers) and a business size standard of $38.5 million. Metropolitan Life Insurance Company (Metlife) is the current incumbent under contract 50310220C0045. The contract will have a base period of one year starting January 1, 2026, with nine additional one-year option periods, creating a potential total contract duration of ten years. The place of performance is Washington, DC 20549, with services extending to 10 regional offices nationwide. The comprehensive benefits package will include core dental and vision plans at no cost to employees, with options for buy-up coverage, and will cover employees and their dependents up to age 26. The contractor will be responsible for managing an online enrollment website, processing insurance claims, maintaining customer service operations, and ensuring compliance with federal regulations.
