About this file

This document contains responses to contractor questions for the Securities and Exchange Commission's (SEC) Supplemental Benefits Program Request for Proposal (RFP 50310225R0006). The solicitation seeks a single contractor to provide dental, vision, medical evacuation, and voluntary benefits for SEC employees. Metropolitan Life Insurance Company (Metlife) is the current incumbent under contract 50310220C0045, and this is a recompete solicitation.

Key details include: the contract will be awarded to one contractor, with the awardee responsible for proposing a comprehensive benefits solution; voluntary benefits can be included in the offer; open enrollment will occur in November and December; employees will be auto-enrolled with options to self-enroll dependents through a dedicated portal or call center; and most detailed information such as current rates, census data, and claims data will only be made available to the awardee after contract award. The original response deadline is May 30, and the SEC has declined requests to extend this date or open the solicitation to brokers.

RE: Responses to Contractor Questions - RFP 50310225R0006

1. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

Response: This is a recompete. Metropolitan Life Insurance Company (Metlife) is currently performing these services under contract 50310220C0045.

2. In preparing a response to the RFP for the vision program for the SEC our underwriters are asking for current or renewal rates for the current plan in place. This is needed as we are designing a plan specifically for the group proposal. We found plan design and the pricing sheet but nothing on current or renewal rates.

Response: Current or renewal rates are considered contractor-sensitive information and therefore not available for public release.

3. Is there, or will there be, any claims data available for the dental, vision, and life coverages?

Response: Claims data will be available after award upon transition to the awardee.

4. Is there, or will there be, any census data available for the dental, vision, and life coverages?

Response: Census data will be available after award upon transition to the awardee.

5. Does SEC expect the contractor to secure carriers for additional coverages such as LTD, STD, Critical Illness, etc.?

Response: See section C.2.4 Voluntary Benefits Package of the Statement of Work (SOW).

6. Is there a detailed summary of benefits available for the Medical Evaluation program?

Response: No. Offerors shall provide details of the proposed medical evacuation benefits.

7. Is the SEC looking only for group voluntary products?

Response: No. The primary purpose of the contract is dental and vision benefits.

8. Please provide a list of current benefits offered and the carrier for each. Also please provide the plan design, premiums and experience for all current plans (dental, vision, voluntary life, STD, LTD, Accident, Critical Illness and Hospital Indemnity). Please provide a current bill for all products.

Response: Metlife is currently performing these services under contract 50310220C0045. For a list of current benefits as well as plan designs for other than Dental, Vision, and Medical Evacuation Insurance, see sections C.2.1, C2.2, and C.2.4 of the SOW. Premiums are considered contractor-sensitive information and therefore not available for public release.

9. Please provide census that includes date of birth, gender, salary, and job title.

Response: Available after award upon transition to the awardee.

10. Will the incumbent voluntary benefits continue to be payroll deducted or will they be removed from payroll?

Response: The awardee will manage all payroll deductions under the new contract and will transition any payroll deductions administered under the prior contract to the new awardee’s management.

11. Please confirm the broker commission rate and structure requirements for all products requested in the

RFP.

Response: This is considered contractor-sensitive information and therefore not available for public release.

12. What are the dates of open enrollment?

Response: Open enrollment corresponds with the Federal Benefits open enrollment period in November and December each year.

13. Please describe the current method used for open enrollment.

Response: A dedicated SEC enrollment portal and customer call center is the current method.

14. Will the selected vendor be allowed to meet with each employee face-to-face? Will the selected vendor be allowed to conduct group meetings?

Response: The vendor will be allowed to conduct group meetings.

15. Please describe any need for employee self-enrollment.

Response: Employees will be auto-enrolled and will self-enroll dependents using a dedicated enrollment portal or a call center enrollment.

16. Please describe any need for call center enrollment.

Response: Employees may enroll using the dedicated enrollment portal or choose to call the call center to enroll or make changes.

17. What HR/payroll system is currently being used?

Response: IBC/DOI FPPS.

18. What enrollment technology platform is used? Please describe how that vendor/administrator work will with us to enroll and administer our products most efficiently?

Response: Vendor must provide an enrollment platform and administration of all products.

19. Is it the SEC’s preference to only award the contract to one carrier that can provide all requested products, or will it be awarded to multiple carriers?

Response: The contract will be awarded to one contractor. It will be up to the awardee to propose a solution that will be most beneficial to the SEC.

20. Attachment 4/Pricing Schedule (Excel) only requests rates for the Dental and Vision products. Where and how are we to provide rates for the requested voluntary benefits?

Response: Rates for proposed voluntary benefits shall be provided separately from Attachment 4 – Pricing Schedule preferably in Adobe/PDF format.
