About this opportunity

The Securities and Exchange Commission is conducting market research through this Sources Sought Notice to identify potential vendors capable of providing comprehensive serial subscription support services for print and electronic publications. The SEC seeks a contractor to manage all aspects of subscription services including ordering, renewal, claiming missing issues, license management, user credential administration, and maintaining a web-based serials management system. Key requirements include processing new and renewal orders within 5 business days, responding to queries within 2 business days, providing detailed subscription reporting, and maintaining continuous access to subscribed publications. Interested vendors must submit a three-page cover letter with company information and socio-economic classifications, a seven-page capability description demonstrating their ability to meet SOW requirements, and responses to a detailed questionnaire covering their subscription management processes and experience with federal agencies. The deadline for questions was September 17, 2025, at 3:00 PM EDT, with all responses due by September 30, 2025, at 3:00 PM EDT to garrettj@sec.gov.

This opportunity has no set-aside designation and is open to all qualified contractors. The SEC currently maintains a Blanket Purchase Agreement with an existing serial subscription agent and is exploring new procurement options for future requirements. While specific budget amounts are not disclosed, the contract value will depend on the pricing of individual subscriptions ordered, with the SEC indicating that the provided sample listing represents the bulk of their projected serial subscription needs covering publications from various publishers including Business Insider, Harvard Business School, and Mergermarket Limited. The subscriptions are primarily ordered and renewed annually, with most being institutional rather than user-specific access arrangements. The SEC does not intend to fund development of new web-based systems but expects vendors to utilize their existing platforms for order management and tracking services.
