About this file

This Sources Sought Notice (Serial No. 50310225Q0104) from the Securities and Exchange Commission (SEC) seeks a vendor to provide serial subscription support services. The SEC currently has a Blanket Purchase Agreement (BPA) with a serial subscription agent and is exploring new procurement options. Key requirements include using the vendor's existing system to place and renew subscription orders, with most publications ordered/renewed annually. The vendor will be responsible for tracking and placing orders, communicating with publishers, and providing detailed reporting on subscriptions including title, publisher, quantity, subscription period, price, service charge, and frequency.

The SEC does not intend to provide a credit card or fund the development of a new web-based system. While print versions are not primarily anticipated, they may be needed. The subscriptions are a mix of institutional and user-specific access. Most subscriptions will be for publications, with software subscriptions not expected. The vendor must be prepared to follow up with publishers on order confirmations and resolve any issues, with the SEC providing supporting account information. The specific budget will depend on the pricing of subscriptions ordered, and the list provided represents the bulk of the SEC's projected serial subscription needs.

Print versions are not anticipated for the listed subscriptions, but it is possible that print publications may be needed.

2. Are all subscriptions "institutional" or are there specific users who will require access?

Some of the subscriptions will require access for specific users, while other subscriptions are institutional.

3. Is the sample list the bulk of the subscriptions that will be included in a future RFQ, or is the projected list significantly larger?

The list represents the bulk of the SEC’s projected serial subscriptions.

4. Are you able to provide existing account numbers during the RFQ process?

Yes, existing account numbers can be provided during the formal RFQ process.

5. Is SEC currently in contract with another company? Is there someone /contractor who is currently performing same for you? How is this being procured currently?

The SEC currently has a BPA in place with a serial subscription agent that is providing the support.

6. Do you have any web based system in place?

To clarify, the SEC is not seeking development of a web based system. The vendor would need to use its own existing system to place and renew subscription orders for the SEC. The SEC does not intend to pay for a vendor to develop a new system as that would be very costly and time consuming.

7. What is the budget for this to fulfill the requirement? SEC will need to pay for web based system.

The SEC is not able to provide a budget for this Sources Sought as it will depend on the pricing of the subscriptions ordered. And the SEC does not intend to pay for development of a web system per response to question 6.

8. How will vendor make prepayments?

That is up to the vendor based on their system.
