Project Summary


The purpose of this project is to reduce the energy consumption of the HVAC systems, correct design issues, and provide better space conditioning for the tenants. The US District Court and various other federal tenants occupy the Seattle USDCH. GSA is responsible for operations and maintenance of the building.


Building


The United States Courthouse in Seattle was designed in 1998, with construction completed by August 2004. It consists of a reinforced concrete foundation on drilled shaft piers with steel framing. The facility is 390-feet-high and 23 floors with each of the courtroom floors encompassing two levels and two levels of secured parking providing 120 spaces.

Proposed Project


Plan, design, and construct a water side economizer system in the central cooling plant, along with properly sized heat exchanger, modulating chilled water and condenser water control valves, to utilize the existing condenser water system and cooling towers, and to provide cooling water to the building to satisfy the 24/7/365 cooling load, and cooling to the building when outside air conditions are suitable.


Optimize the facility's central cooling plant to include the combination of chillers, water side economizer, cooling tower, and chilled water pumping control(s) that will optimize the central cooling plant's operation and reduce energy consumption. GSA envisions the concept shall vary the chilled water and condenser water loop set-point temperatures, in concert with chiller load capacity control, and chilled water supply speed control to optimize the central cooling plant operation and lower the energy use.


Perform all work as required for this optimization project. Work shall include all required engineering calculations, project management, submittals, preparatory work, scheduling, construction, testing and balancing, commissioning, training, closeout and all other work required to fully complete the HVAC optimization at the Seattle USDCH.


Scope of Services:


The existing building automation system at the central plant and the building is currently being upgraded, under a separate contract action, to the latest version of Johnson Controls Inc. This separate BAS upgrade will be accomplished concurrently with the scope of this project, and the two projects but will be completed in concert with one another. The building's BAS upgrade contract includes the installation of new Trane AdaptiView controllers on the existing Trane chillers, new MS/TP BACnet controls for existing ancillary equipment, and programming of new and existing Sequence of Operations into the new JCI Metasys system. Contractor for this project shall coordinate with JCI through GSA to ensure compatibility and consistency across the new equipment, controls, and software installed. Bidders for this project shall provide their proposed equipment vendor preference(s) as part of their technical submittal requirements to the RFP.


This scope of work outlines the requirements of the HVAC optimization project, which shall include the implementation of the following:


1. Installation of a 250-ton flat-plate heat exchanger as water side economizer


2. Conversion of the constant flow primary pumping to variable flow


3. Implementation of the Central Plant Optimization program


Magnitude of Construction: $680,000.00


Summary of Energy Compliance


This project will be designed to conform to requirements of the Facilities Standards for the Public Buildings Service and will implement strategies to meet the Guiding Principles for High Performance and Sustainable Buildings. GSA encourages design opportunities to increase energy efficiency above the minimum performance criteria.


Project Description & Approach


GSA envisions a highly collaborative design build delivery approach for this project where the DB contractor works closely with all stakeholders to deliver a project that meets the expectations and needs of both the team members and GSA's requirements to deliver an economical and operationally efficient high performing building.


As required by law, the facility must meet federal energy goals. The project is also to include conformance to the P-100 (Facility Standards for Public Buildings) and all other applicable building codes and standards.


The DB team will be selected through a best value / tradeoff selection process. During the development period from initial concept to final design the DB team will work in close consultation with GSA, the stakeholders to ensure all of the goals are addressed and that best value practices are utilized.


GSA will be contracting separately for Commissioning Agent (CxA) services. All installed systems will be fully commissioned and functionally tested to ensure compliance with contract documents prior to being accepted by GSA.


Unique Situations/Risks


The need for continuous operation during construction, present unique challenges for the design/build teams on the project. Facility will remain fully occupied and operations during the entire project. No adverse impact on tenant mission will be acceptable.


Occupied Facility Construction


This project scope at the must occur within an occupied, fully functional facility. These functions include typical office work, but also include services for the general public. This presents several challenges that will have to be addressed by the designer and/or design/build team.


• All work in public spaces will need to be completed during unoccupied periods. Setup, construction, and clean-up will need to occur on a daily basis.


• Work must be performed in such a way that space conditioning is maintained throughout the process. Any work in winter will need to avoid disruption of space heating; any work in summer will need to avoid disruption of space cooling


• Any work in the central plant must be completed without disruption of the heat pump and hot water loops. Space layout design and properly staged implementation will be critical elements to a successful project.

The United States Courthouse in Seattle was designed in 1998, with construction completed by August 2004. It consists of a reinforced concrete foundation on drilled shaft piers with steel framing. The facility is 390-feet-high and 23 floors with each of the courtroom floors encompassing two levels and two levels of secured parking providing 120 spaces.

Proposed Project


Plan, design, and construct a water side economizer system in the central cooling plant, along with properly sized heat exchanger, modulating chilled water and condenser water control valves, to utilize the existing condenser water system and cooling towers, and to provide cooling water to the building to satisfy the 24/7/365 cooling load, and cooling to the building when outside air conditions are suitable.


Optimize the facility's central cooling plant to include the combination of chillers, water side economizer, cooling tower, and chilled water pumping control(s) that will optimize the central cooling plant's operation and reduce energy consumption. GSA envisions the concept shall vary the chilled water and condenser water loop set-point temperatures, in concert with chiller load capacity control, and chilled water supply speed control to optimize the central cooling plant operation and lower the energy use.


Perform all work as required for this optimization project. Work shall include all required engineering calculations, project management, submittals, preparatory work, scheduling, construction, testing and balancing, commissioning, training, closeout and all other work required to fully complete the HVAC optimization at the Seattle USDCH.


Magnitude of Construction: $680,000.00


Summary of Energy Compliance


This project will be designed to conform to requirements of the Facilities Standards for the Public Buildings Service and will implement strategies to meet the Guiding Principles for High Performance and Sustainable Buildings. GSA encourages design opportunities to increase energy efficiency above the minimum performance criteria.


Project Description & Approach


GSA envisions a highly collaborative design build delivery approach for this project where the DB contractor works closely with all stakeholders to deliver a project that meets the expectations and needs of both the team members and GSA's requirements to deliver an economical and operationally efficient high performing building.


As required by law, the facility must meet federal energy goals. The project is also to include conformance to the P-100 (Facility Standards for Public Buildings) and all other applicable building codes and standards.


The DB team will be selected through a best value / tradeoff selection process. During the development period from initial concept to final design the DB team will work in close consultation with GSA, the stakeholders to ensure all of the goals are addressed and that best value practices are utilized.


GSA will be contracting separately for Commissioning Agent (CxA) services. All installed systems will be fully commissioned and functionally tested to ensure compliance with contract documents prior to being accepted by GSA.


Unique Situations/Risks


The need for continuous operation during construction, present unique challenges for the design/build teams on the project. Facility will remain fully occupied and operations during the entire project. No adverse impact on tenant mission will be acceptable.


Occupied Facility Construction


This project scope at the must occur within an occupied, fully functional facility. These functions include typical office work, but also include services for the general public. This presents several challenges that will have to be addressed by the designer and/or design/build team.


• All work in public spaces will need to be completed during unoccupied periods. Setup, construction, and clean-up will need to occur on a daily basis.


• Work must be performed in such a way that space conditioning is maintained throughout the process. Any work in winter will need to avoid disruption of space heating; any work in summer will need to avoid disruption of space cooling


• Any work in the central plant must be completed without disruption of the heat pump and hot water loops. Space layout design and properly staged implementation will be critical elements to a successful project.


Responses


Interested small business vendors in the categories listed above shall submit their capability statement electronically, limited to 10 double sided pages. The capability statement shall be in sufficient in detail to allow Government to determine the organization's related qualifications to perform the work. The statement shall include:


1) a) Company name.
b) CAGE code.
c) DUNS number.
d) Active SAM registration printout (www.sam.gov).
e) Size/number of employees.


2) A statement describing the company's interest in performing the work.


3) Organization chart to include both the design & construction team and relevant subcontractors.


4) Capabilities and experience with federal projects in design and construction of HVAC/R and controls work. Submitted references should highlight recent and relevant design-build projects in fully occupied facilities within the past five (5) years.


5) Previous occupied facilities construction experience is essential.


6) Statement of capability to bond.
