1 Is GSA going to provide a staging area within the building?

Is GSA going to provide parking?

2.2.4 If we use the heat exchangers from the Carrier

chiller are we required to perform commissioning and/or TAB of the reheat coils being served?

2.2.5 Are we required to troubleshoot and/or repair

any existing issue related to chilled water not reaching the AHUs at the required temperature?

For example are we responsible for repairing/replacing any damaged insulation on chilled water piping outside of the mechanical room?

Are we responsible for re-positioning valves or unclogging strainers on the AHUs?

Are we responsible for performing TAB on AHUs to maximize water distribution?

Can the government determine from trends if there is only a specific AHU starving or if this is a general issue where most AHUs are starving during summer?

There is limited staging/laydown area available for contractor's use within the Courthouse. In general, this is confined to the existing chiller plant mechanical space that was inspected during the pre-proposal site walk held on 05-Mar-19.

The existing issues related to the operation of the AHUs is not part of this scope of work.

SOW Paragraph 2.2 is provided for information only, and is intended to describe the existing conditions.

Damaged insulation in the central plant shall be repaired under the scope of this contract. All un-insulated condenser water piping in the central plant shall be fully insulated, as part of the scope of this contract (see Section 3.1.8).

Unclogging the AHU's strainers is not part of this contract. There is no work associated with AHUs in this contract.

The contractor shall propose any repositioning or modification of central plant valves, only if the repositioning or modification of such is required under the scope of this design-build project. GSA will review and approve any proposed modifications, before any work is initiated by the contractor.

2.2.6 Is the contractor responsible for

troubleshooting AHU programs if the discharge air setpoints are not met?

It seems to us that for JCI to replace the existing chiller plant controller it will need to program the new one to maintain plant functionality. Please describe with more detail what JCI will perform to better understand our scope. Is JCI only going to install a new Bacnet field controller on the existing enclosure or on a separate enclosure? If so is JCI going to replace all field devices such as sensors transmitters etc?

2.2.11 Is the contractor required to fix the boiler plant

issue so that the boiler plant can be shutted off when needed?

Is the contractor required to integrate the boilers data into the new JCI network?

2.2.13 Please advise if all temperature sensors and

flow meters are working properly. Please advise if we can reuse them or if new sensors and meters are required.

3.1.5 ASHRAE 90.1 2012 energy code states that

the Economizer Control system shall be integrated with the mechanical cooling system and be capable of providing partial cooling even when additional mechanical cooling is required to meet the remainder of the cooling load. Please confirm that the valves for the heat exchanger are modulating to accomplish this.

Please confirm that 4 automatic valves are being required 2 for chilled water side and 2 for condenser water side.

9 3.1.7 Please advise if 2 flow meters are being required for both the chilled water and condenser water sides.

The contractor selected for this project shall be responsible for the scope of work, generally listed in SOW Paragraph 2.1 and specifically detailed under SOW Section 3.

The contractor shall verify the functionality and accuracy of the existing sensors and meters that affect the central cooling plant operations. This includes the Differential Pressure Sensor installed on the 20th floor, which is for the operation of the primary chilled water pumps.

For purposes of developing proposals, bidders should assume that all indicated sensors and meters are operational. If, after award, the contractor verifies the functionality and accuracy of a device(s) is not acceptable, the contractor shall bring this to the attention of the Contracting Officer for possible future action.

The central plant sequence of operation shall incorporate the flat-plate heat exchanger (HEX) as part of the central cooling plant, when outside air conditions are suitable for HEX operation.

The transition from HEX to refrigeration cycle shall be smooth, initially using Chiller-3 (screw chiller), followed by Chiller-2 when Chiller-3 is unable to provide adequate cooling.

The next stage of cooling shall be a combination of Chiller-3 and Chiller-2 operation.

Chiller-1 is able to provide fulll cooling to the building under peak cooling conditions, and shall only be enabled when combination of Chillers 2 & 3 are not satisfying the building cooling load.

As stated previously, SOW Paragraph 2.2 is for informational purposes.

Boiler controls are not part of the scope of this contract.

As stated previously, SOW Paragraph 2.2 documents the building's existing conditions and is provided for information.

The issues related to AHU operation are not part of the scope of this project.

JCI will install and establish communication with chillers, under a separate contract.

The selected contractor, under this scope of work, shall be reponsible for the overall general project scope of SOW Paragraph 2.1, and for SOW Section 3 (starting on Page 4). As stated previously, SOW Paragraph 2.2 is for information documenting existing conditions.

3.1.9 Please advise if slip-on flanges could be used.

Please advise if the contractor needs to provide fire watch services during welding/cutting events or if GSA/O&M will provide fire watching services.

3.2.7 Please advise if all new flow meters will need to be

integrated trough bacnet or if they can be connected to a field controller using an analog signal?

3.3 In order to measure plant Kw/ton the contractor

will need to measure true KW on all pumps and fans.

Please advise if the existing VFDs for the secondary pumps, the cooling tower fans and the condenser water pumps have energy meter capabilities. Please advise if they are currently connected to the JCI system and which protocol they use (lon, bactnet mstp, modbus?)

Please advise if new energy meter for these devices will be required.

The scope mentions that three options will be need to be provided to GSA regarding the plant optimization strategy. Please confirm that Option 3 considers the installation and programming of non-JCI field controllers as long as they are compatible with the JCI network. If this is true would JCI be willing to perform only the graphics and pulling the points from the non-JCI controller to the Metasys system and graphics?

3.3.4 It seems that the contractor responsibility is to

perform TAB on the chiller plant only without including the AHUs. We recommend that a complete TAB of the system is performed including AHUs to avoid issues if deficiencies are found on the AHUs parameters.

3.9 Please advise if as part of the warranty the

contractor will need to respond and resolve any call related to the chiller plant BAS or if the warranty is only intended for installation and materials deficiencies. If GSA intends that the contractor respond to any future call please better describe the warranty requirement.

The Government's general construction warranty provisions (e.g. 1-yr materials and workmanship) under this project shall apply to all new materials and equipment being installed under the scope of this contract.

This project shall also provide warranty for the sequence of operation of the central plant equipment.

Any JCI control components installed prior to start of this contract shall be covered by the warranty under JCI contract and will not affect this optimization project.

Analog input is the preferred method of connection.

Per SOW Section 3.3 (page 8 of SOW), the contractor shall monitor and manage energy consumption at the central cooling plant level.

The VFDs have kW monitoring capability, and are connected to JCI using N2 communication bus. If the points are not mapped onto the JCI platform, they can be mapped, under this contract, to make this information available.

The Chillers have kW information available, and this information can also be mapped, under this contract, onto JCI.

Please note that only one of the two condenser water pumps has a VFD.

The smaller condenser water pump does not have VFD; it operates at constant speed, and was designed to operate with Chiller-3. kW metering of this smaller condenser water pump, is under the scope of this contract and will differ from the rest of the central plant equipment.

Per the Scope Of Work (SOW), only one of the three options are to be utilized to optimize the central plant. GSA will not entertain the installation of another BAS controller in the central plant for optimization purposes.

However, as an option, the sequence of operation can be modified to opimize the central cooling plant, instead of utilizing a canned program provided by other vendors.

AHU system commissioning, and any proposed complete facility TAB will be entertained under a separate contract to optimize the building operations.

Slip-on flanges may be used.

If welding in the building is intended, all necessary provisions, such as fire watch, shall be provided by the contractor. This work shall be coordinated through the GSA Project Manager, at least two weeks prior to any such work taking place in the building.

Please keep in mind that Seattle Courthouse is, and shall remain during the project, a fully occupied building with high profile tenants. The cooling system downtime shall be kept to a minimum, as it's loss or interruption will potentially negatively impact the tenant operations, including a 24/7 IT cooling load.
