The solicitation (HE125425QE014) requires vendors to provide 800 AP Computer Science Principles seat licenses, 1,500 Coding I licenses, 1,500 Coding II licenses, and accompanying professional learning sessions. Evaluation criteria will focus on Technical Approach (with five equal subfactors), Past Performance (requiring 3-5 references from the past 5 years), and Price, with technical and past performance being more important than price. Vendors must submit questions by February 21, 2025, at 12:00 PM EST, with final quotes due by March 10, 2025, at 12:00 PM EST. The solicitation requires comprehensive online course content, formative and summative assessments, teacher resources, and technical support within one business day.

The contract is set aside 100% for small businesses under NAICS code 611710 with a size standard of $24,000,000. The estimated total contract value is $24,000,000 for a 5-year base period from April 7, 2025, to April 6, 2030. The courses will serve 160 DoDEA schools supporting approximately 67,000 students worldwide, with specific requirements for 120 seats annually for AP Computer Science Principles and 240 seats annually each for Coding I and II. The place of performance is Alexandria, VA, with courses to be delivered virtually across DoDEA's global regions in the Americas, Europe, and Pacific. The previous incumbent for Coding I & II was eDynamic Learning Inc. (contract HE125417D0012).
