About this opportunity

The Department of Defense Education Activity (DoDEA) is seeking commercial off-the-shelf (COTS) seat-based licenses for AP Computer Science Principles and Coding I & II courses. The procurement will support educational programming for DoDEA teachers, requiring seat licenses for 120 seats of AP Computer Science Principles and 240 seats each for Coding I and Coding II courses. Interested vendors must be registered in the System for Award Management (SAM) under NAICS code 611710 and must provide 1-2 hours of virtual professional learning on courseware functionality. The solicitation (No. HE125425QE014) is anticipated to be posted on February 6, 2025, with proposals due shortly thereafter. Vendors should note that courses must be College Board-approved, support student-centered learning, and meet specific technical requirements including FedRAMP Level 2 compliance.

The contract will be a 100% small business set-aside with an anticipated Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) structure. DoDEA expects to make one award, though multiple awards are possible, with a 5-year base period and no option years. The total contract is expected to be awarded around April 7, 2025, covering seat licenses for computer science courses across DoDEA's educational programs. While no specific incumbent is mentioned, DoDEA previously awarded a contract for Coding 1A and 1B in 2019. The procurement will utilize FAR Parts 12 and 13, focusing on acquisition of commercial products and simplified acquisition procedures. Vendors should carefully review the draft Performance Work Statement, which outlines detailed technical and educational requirements for the proposed course licenses.
