About this file

This is a Questions and Answers document for solicitation HE125425QE014, which addresses vendor inquiries about seat licenses for AP Computer Science Principles and Coding I & II courses for the Department of Defense Education Activity (DoDEA).

Key details from the Q&A include: The requirement is for COTS seat-based licenses (120 seats for AP Computer Science Principles, 240 seats each for Coding I and II) to be used exclusively by DoDEA Virtual High School (DVHS). The programming languages required are Python for Coding I and II, and Java for AP Computer Science A. Question # Solicitation Reference Question Answer

1 PWS 2.2.1 Accreditation

Can you provide more rationale for the accreditation requirement for non-AP courses if the classes are going to be taught by DoD teachers? Typically accreditation is for the teaching entity, not for the curriculum provider. Are you willing to accept solicitations from vendors that aren't accredited?

The accreditation requirement ensures that the contractor providing the curriculum meets nationally recognized educational standards. Per PWS 2.2.1 Accreditation: Be accredited by a nationally recognized school accreditation organization such as Middle States Association of Schools and Colleges (MSA), New England Association of Schools and Colleges (NEASC), Western Association of Schools and Colleges (WASC), and Cognia (formerly Advanced), the parent organization of three major accreditation agencies which includes the North Central Association Commission on Accreditation and School Improvement (NCA CASI), Northwest Accreditation Commission (NWAC), and Southern Association of Colleges and Schools and Council on Accreditation and School Improvement (SACS

CASI).

2 PWS 1.3 Scope of work Are there any preferred or required functionalities for the courseware, such as LMS compatibility, progress tracking, or assessment tools?

The course shall possess the following characteristics:

1)Be equivalent to a year-long or two-semester unit.
2)Be accessible via Single Sign On (SSO) via DoDEA’s learning management system

(LMS).

3) Be vendor-hosted and delivered to students via DoDEA’s LMS or hosted on DoDEA’s LMS.

4) Have rolling start dates. Note: Rolling dates are necessary to accommodate the differing calendars of US and overseas schools.

3 PWS 2.4 Task 3, Professional Learning Would DoDEA prefer a single virtual training session per cohort, or ongoing support throughout the contract term?

Professional learning is required throughout the life of the contract. Please reference the Professional Learning line items as well as PWS section 2.4 in its entirety.

4 PWS 1.3 Scope of work Will DoDEA accept proposals that include customized licensing models (e.g., per-student, per-instructor, or district-wide access)?

DoDEA requires commercial off-the-shelf (COTS) seat-based licenses for an estimated 120 seat licenses per year for AP® Computer Science Principles, an estimated 240 seat licenses per year for Coding 1, and an estimated 240 seat licenses for Coding II.

5 Could you please share which vendor was selected a for the 2019 Coding I & II requirements?

The vendor for the previous Coding I & II requirements was eDynamic Learning Inc.

For more detailed information, please search for the contract number HE125417D0012 on the Federal Procurement Data System (FPDS) at fpds.gov.

6 What programming language preferences are needed for these requirements?

Coding I - Python Coding II - Python AP Computer Science A - Java

7 We notice that Coding I and II are included in both the Cybersecurity Pathway and the Programming Pathway. Is the new requirement intended to serve both pathways?

Yes, it could serve both.

8 Are these resources specifically for DVHS or both DVHS and brick and mortar schools? These resources are for DVHS only.
