About this opportunity
The Defense Logistics Agency Aviation seeks to procure carbon seals (NSN 5330-01-336-7194, Part Number 6053T48) for the UH-60 Blackhawk and AH-64A Apache weapon systems through a five-year firm-fixed-price indefinite-delivery/indefinite-quantity contract. This acquisition is restricted to three prequalified sources: General Electric Company, Kaydon Ring & Seal Inc., and Stein Seal Company. All offerors must meet prequalification requirements and possess current export control certifications, as the acquisition contains technical data restricted by the Arms Export Control Act and Export Administration Act. Proposals will be evaluated using a Lowest Priced Technically Acceptable method, requiring offerors to conform to all solicitation requirements. The original proposal due date was October 29, 2025; however, Amendment 0001 extended the closing date to November 6, 2025 at 3:00 pm. Interested firms should direct all requests and communication to Scott Alexander, Contract Specialist, at scott.alexander@dla.mil and include their company name, CAGE Code, and contact information.
This solicitation contains no set-aside designation and is limited to the three named contractors, reflecting a restricted source approval requirement. The contract specifies a minimum order quantity of 700 units with a maximum of 1,756 units across the five-year period, segregated into five one-year delivery periods with pricing established in the first year applied to subsequent years. Production lead time without first article testing is 210 days after contract award. Deliveries are to be made to Tracey, California 95304-5000. While no specific award value is disclosed in the solicitation materials, the contract structure indicates significant volume potential given the minimum and maximum quantities specified for the defense aviation application.
