About this opportunity
The Defense Logistics Agency Land and Maritime is conducting market research to establish competitive procurement parameters for SEAL, ASSY, MAGNETIC components identified by National Stock Number (NSN) 5330-013576393. Currently, Magnetic Seal LLC holds the sole approved source status for this item under AMSC Code "3/D," indicating that competitive procurement data is not economically available and reverse engineering is not feasible. The agency has issued a Market Survey Questionnaire to potential suppliers to gather technical and commercial information regarding manufacturing capability, inventory availability, delivery timelines, and pricing structures. Respondents must provide detailed specifications including unit weight and size, manufacturing location, hazardous material content compliance, and willingness to accept firm fixed price contracts under F.O.B. Origin terms. Responses to the market survey must be submitted by March 31, 2026, to Contract Specialist Sarah Harmon at sarah.harmon@dla.mil. The survey serves as an information-gathering mechanism rather than a formal request for quotation and is designed to establish realistic solicitation parameters.
This procurement falls within the Gasket, Packing, and Sealing Device Manufacturing industry (NAICS 339991) and carries no set-aside designation for small businesses or other preference categories. Magnetic Seal LLC, operating under CAGE code 04171, is currently the only approved source for this item. The survey invitation provides interested suppliers the opportunity to become approved sources through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program, which requires prospective contractors to demonstrate that their product meets or exceeds the quality standards of the original equipment manufacturer. Specific award value and quantity requirements are not disclosed in the pre-solicitation notice; however, respondents are expected to provide pricing structures with quantity breaks and minimum order requirements as part of their survey responses. The procurement also requires compliance with specialized packaging and identification standards including STD-COM packaging and RFID compliance per ASTM D 3951.

The AMC/AMSC for the NSN listed above is “3/D”
AMC "3" Items found to be procured from the actual mfgr or vendor, including a prime contractor who is the actual mfgr. "
AMSC "D" The data needed to acquire these parts competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. Magnetic Seal, LLC is the only company at this time that can provide these parts since it is not economically feasible for the government to reverse engineer the items at this time. Based on all available information provided to the Contracting Officer, no other source can provide this item.

Please review the NSN listed above and provide any sources that may be able to manufacture these items. The approved sources for this NSN are currently listed above. All information may be submitted directly to the Contract Specialist listed above. This information must be provided by the response date indicated above.
Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program. A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring.
For further information, please reference the DLA Land Maritime web page shown below and click on the highlight: Alternate Offer/Source Approval Program for detailed explanation for the information and format necessary for a SAR and for the SAR approval process.
