About this opportunity

The U.S. Army Corps of Engineers (USACE) Louisville District is soliciting Design-Bid-Build construction and renovation services through a Multiple Award Task Order Contract (MATOC) under Request for Proposal W912QR25R0019. The solicitation seeks Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) contracts to support Military Construction (MILCON) and Operations and Maintenance (O&M) requirements for the U.S. Army, U.S. Air Force, Army Reserve, and Air Force Reserve. Qualified contractors must demonstrate relevant experience in military construction, technical capabilities to manage multiple simultaneous task orders, effective labor and resource management, and proficiency with subcontractor and material supplier coordination. Proposals will be evaluated using a Best Value Tradeoff source selection process based on three factors: Past Performance, Technical Approach, and Price, with the government retaining the right to accept proposals other than the lowest-priced offer. The proposal due date is October 31, 2025, at 2:00 PM ET, and the solicitation has been amended twice to clarify evaluation criteria and extend submission deadlines.

This acquisition is designated as a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) contractors, with no incumbent contractors identified in the solicitation documents. The government intends to award seven (7) MATOC contracts from this SDVOSB pool, with a combined total contract capacity of $160,000,000 across the entire contract life. The sample project referenced in the solicitation carries an estimated cost range between $5,000,000 and $10,000,000, providing contractors with a representative scope of work. The contract will have a five-year base period with an option to extend for up to six months, and no additional capacity will be added if the option is exercised. Performance will occur nationwide within the Louisville District Area of Responsibility, supporting military installations and operations across multiple U.S. locations for Army and Air Force partners, including reserve components.
