About this opportunity
The Department of the Interior Fish and Wildlife Service seeks removal and installation of approximately 15,300 feet of wildlife-friendly 4-strand barbed wire fence at the O'Farrell Waterfowl Production Area in Grant County, South Dakota, with proposals due July 20, 2026 and questions due July 7, 2026. This is a Total Small Business set-aside conducted under FAR Parts 12 and 13, with NAICS code 238990 (All Other Specialty Trade Contractors) and a small business size standard of $19.0 million.
Place of performance is the O'Farrell Waterfowl Production Area, Waubay, South Dakota. The project requires removal of existing fence (steel posts with 3–4 strands of barbed wire) and installation of new fence to wildlife-safe specifications with line posts spaced 12–16 feet apart, corner posts at 6.5-foot depth, and steel braces at corners, gates, and 1,300-foot intervals. All new fence must feature 12.5-gauge double-strand galvanized barbed wire on top three strands and smooth wire on the bottom, at specified heights between 16 and 42 inches, with caps on all steel tube posts to prevent bird injury. The contractor must also install gates at specified locations, create a parking area, and remove old materials offsite.
Work must begin within 10 calendar days of Notice to Proceed and complete by September 30, 2027, with performance between September 1, 2026 and September 30, 2027. The project magnitude is between $25,000 and $100,000. Award will be made as firm-fixed-price on a lowest-price basis to a responsible source with a minimum satisfactory past performance rating. No performance or payment bonds are required. Offerors must be registered in SAM at proposal submission; the apparent awardee must maintain SAM registration at award. The contracting officer is Channel Pedersen, 210-401-4735, Channel_Pedersen@ios.doi.gov.
